USDA Foreign Agricultural Service (FAS)
Responsibilities Perform research, analysis, and associated functions to expand and maintain international market opportunities for U.S. agriculture. Analyze data to evaluate consistency with federal objectives, policies, and legislation. Conduct in-depth analysis for use in the formulation of U.S. agricultural trade policy positions and recommendations. Produce written and oral interpretive reports on agricultural trade policy issues. Participate in negotiating teams and in major projects central to the agency’s mission. Consult with staff of domestic and foreign industry and trade associations. Conditions of Employment You must be a U.S. citizen or national. Males born after 12/31/1959 must be Selective Service registered or exempt. Subject to satisfactory background investigation and/or fingerprint check. Successful completion of one year probationary period unless previously served. Direct deposit required per federal law. Pass E-Verify employment verification check. Submit urinalysis for drug screening; appointment contingent on negative results. Must obtain and maintain a Secret security clearance. Qualifications Applicants must meet all qualification and eligibility requirements by the closing date, including time‑in‑grade restrictions, specialized experience and/or education, as defined below. Basic requirement: Bachelor’s degree in economics (at least 21 semester hours in economics and 3 in statistics, accounting, or calculus). Or combination of education and experience equivalent to a major in economics plus appropriate experience. For GS‑09: One year of specialized experience at GS‑07 level, demonstrating evaluating, researching/collecting, and analyzing economic data; preparing tables, charts, or maps; applying econometric or statistical methods. Or a Master’s degree or equivalent graduate degree in relevant fields or 2 full years graduate education. For GS‑11: One year of specialized experience at GS‑09 level, demonstrating preparing tables, charts, or maps; applying economic techniques; planning quantitative analyses of economic data in agricultural or international trade. Or a Ph.D. or equivalent doctoral degree or 3 full years higher‑level graduate education. For GS‑12: One year of specialized experience at GS‑11 level, demonstrating applying economic theories and techniques to agricultural or international trade; writing, reviewing, and editing economic trade studies; summarizing and advising on trade policies; communicating effectively. Note: There is no education substitution for the GS‑12 level.
