Financial Economist (Country Risk) -Direct Hire

This announcement will be used to fill vacancies through OPM-authorized Direct Hire Authority (DHA) for STEM (Scientific, Technical, Engineering and Mathematic) positions at the GS-11 through GS-15 grade levels. About This Agency This position is located in the Country Risk and Economic Analysis Division (CREA), Office of Economic Analysis, Export-Import Bank of the United States. The CREA is primarily responsible for assessing the external creditworthiness of approximately 140 countries. CREA participates in the Inter‑Agency Country Risk Assessment System (ICRAS) and the OECD Country Risk Experts’ Group, and conducts research on country risk methodology and economic analysis for the Bank. Duties Determine recommended ICRAS ratings for both sovereign and non‑sovereign medium‑ and long‑term markets; defend ratings before the ICRAS forum. Develop arguments to justify a country’s appropriate final OECD risk classification. Analyze the impact of macroeconomic indicators on country creditworthiness and recommend alterations to ICRAS and/or OECD risk modeling. Provide written and oral briefings to board directors, senior management, and staff on country conditions and medium‑term repayment prospects. Focus on Latin America and the Caribbean or Africa regional concentrations. Communicate with external clients in Spanish and convert documents from English to Spanish. Basic Requirements (Education) Degree in economics, including at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR combination of education and experience equivalent to an economics major plus appropriate experience or additional education. Specialized Experience (GS‑13) One (1) year of specialized experience equivalent to at least GS‑12 level, focusing on macroeconomic principles, international monetary economics, sovereign and non‑sovereign risk assessments, and quantitative methods. Experience conducting economic research, preparing reports, delivering briefings, and maintaining and updating databases for econometric and rating models. Foreign Education Provide transcripts and proof of U.S. accreditation for foreign study. Only accredited institutions recognized by the U.S. Department of Education qualify.
