Brief Job Description:

The Manager of DFPS and Non‑Medicaid Rates Team leads a team that develops and maintains reimbursement methodologies and payment rates for residential foster care and other non‑Medicaid services in Texas. This position directs complex rate‑setting work, oversees staff and work products, manages fiscal estimates, and coordinates closely with DFPS, HHSC leadership, and other internal and external stakeholders.

Essential Job Functions (EJFs):

1. Directs DFPS and non‑Medicaid rate‑setting activities for residential foster care and other non‑Medicaid programs, including the design, implementation, and maintenance of reimbursement methodologies, rate models, fiscal estimates, and cost analyses; ensures work products are accurate, timely, fiscally sound, and aligned with DFPS and HHSC objectives, Texas Administrative Code requirements, and other applicable laws and policies. (40%)
2. Serves as a primary point of contact and subject matter expert on residential foster care and non‑Medicaid rate‑setting in meetings with DFPS and program policy staff, provider representatives, legal staff, advisory groups, and other stakeholders; explains complex technical and fiscal information in clear, understandable terms and responds to inquiries and concerns related to rates, methodologies, and fiscal estimates. (20%)
3. Supervises staff performing rate analysis, cost reporting, quantitative modeling, and policy support by assigning work, setting expectations, monitoring progress, evaluating performance, supporting staff development, and participating in hiring and interview processes; establishes team priorities, workflow standards, accountability measures, and quality control procedures. (20%)
4. Provides policy and technical oversight by directing the review, development, and implementation of reimbursement methodologies, policy guidance, agency rules, and Texas Administrative Code amendments; ensures consistency between rate‑setting practices and agency objectives, monitors compliance with policies and internal controls, and develops techniques to track and improve team performance, transparency, and operational effectiveness. (15%)
5. Prepares, reviews, and approves briefing materials, reports, fiscal estimates, presentations, and other documents used by senior leadership and executive staff; supports legislative inquiries and other executive‑level requests, often under tight deadlines and with high visibility. (5%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

• State government and health and human services programs, including public‑sector financial processes and procedures.
• Reimbursement methodologies, payment rates, cost reporting, and complex cost analysis for health and human services programs, including DFPS‑related services.
• Applicable state and federal statutes, rules, and regulations related to rate‑setting and fiscal analysis.

Skill in:

• Developing reimbursement methods, payment rates, formulas, and procedures and performing complex cost, statistical, and data analyses.
• Preparing fiscal estimates, payment histories, and other quantitative analyses for executive, legislative, and stakeholder audiences.
• Designing, developing, and maintaining complex spreadsheets, databases, and computer applications used for rate‑setting and cost analysis.
• Using software such as Excel, SAS, SPSS, Word, and other state or governmental financial and human resources applications.
• Leading and supervising staff, including setting priorities, delegating tasks, and monitoring work quality and timeliness.
• Summarizing and presenting complex technical and fiscal information clearly in both written documents and verbal presentations.

• Develop, evaluate, implement, and interpret policies, procedures, and rules, and recommend process improvements.

Initial Screening Criteria:

• Graduation from an accredited four‑year college or university is required.
• Master’s degree in public policy, public administration, business, economics, statistics, health administration, social services, or a related field is preferred.
• At least two years of relevant subject matter experience in provider reimbursement, health or human services finance, rate‑setting, or closely related quantitative policy analysis is required.

(Additional directly related professional experience may be substituted for preferred education in accordance with agency policy.)
