Brief Job Description:

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a qualified candidate for the position of Project Manager II reporting to the MCS Director of Project Management Office (PMO) within the MCS Operations department.

The position performs moderately complex project management work in support of the PMO and the department’s role in advancing effective project delivery across the Medicaid program including governance frameworks, portfolio management, and project management practices. The position works under general supervision, with limited latitude for the use of initiative and independent judgment.

The MCS Operations department delivers infrastructure for both the managed care and fee-for-service delivery models within Texas Medicaid, one of the largest healthcare programs in the country, serving approximately 4 million Texans. MCS is driven by its mission to deliver high quality, cost-effective services to Texans.

Essential Job Functions (EJFs):

(30%) Project Management. Independently manages assigned projects through the project lifecycle from initiation to closeout and/or manages defined scope or workstreams within larger projects of moderate scope and complexity under the direction of a senior project manager. Develops and maintains charters, project plans, schedules, milestones, deliverables, and other project documentation; coordinates project activities, change management activities, and resources; monitors project scope, schedule, risks, issues, dependencies, and action items; communicates project status to stakeholders and management; and takes appropriate action to support successful and timely project completion.

(25%) Project Lifecycle and Portfolio Governance Support. Provides support and guidance to program areas, project managers, and other stakeholders on established project and portfolio management methodologies, procedures, templates, tools, documentation standards, governance requirements, and reporting expectations. Manages project intake processes, including the review and evaluation of define business needs, project objectives, and scope to ensure quality, completeness, and clarity. Works collaboratively with program areas to ensure project requests are sufficiently complete and well-defined to support efficient project intake. Supports the management of shared communication channels, triage incoming technology, operations, and policy questions, routing inquires to appropriate teams, and coordinate responses.

(15%) Portfolio and Project Monitoring, Tracking, and Reporting. Monitors and tracks projects and portfolio-related activities. Maintains project and portfolio tracking information. Facilitates the preparation of project or portfolio status information, reports, summaries, and other materials to support leadership oversight and decision-making.

(10%) Stakeholder Coordination. Facilitates communication and coordination among project managers, program areas, leadership, governance bodies, contractors, and other internal and external stakeholders as needed to support the PMO. Coordinates meetings and reviews, documents decisions and action items, and supports resolution of issues affecting project progression.

(10%) Project Documentation, Closeout, and Continuous Improvement. Coordinates and monitors project closeout activities and maintains project records and documentation. Tracks completion of required closeout activities, including final project documentation, closeout reports, lessons learned, outstanding action items, and other required deliverables. Identifies opportunities to improve project management, governance, tracking, and reporting processes and assists with developing and implementing process improvements.

(5%) Other Duties. Perform other duties as assigned in support of MCS operations and initiatives.

Knowledge of:

• Project management principles, methodologies, practices, and project lifecycle processes applicable to projects of moderate scope.
• Project governance, project monitoring, risk and issue management, change management, and project closeout practices.
• Methods and practices used to track project schedules, milestones, deliverables, dependencies, risks, issues, decisions, and action items.
• Business and administrative practices related to project planning, coordination, documentation, and reporting.

• Communicate effectively, both verbally and in writing.
• Work independently and as part of a team with limited latitude for the use of initiative and independent judgment.

Registration, Certification, or Licensure

Certification as a Certified Associate in Project Management (CAPM), Project Management Professional (PMP), or other recognized project management certification is preferred but not required.

Initial Selection Criteria

• Graduation from an accredited four-year college or university with major coursework in business administration, public administration, project management, management, or a related field is preferred. Relevant experience may be substituted for education on a year-for-year basis.
• A minimum of three years experience performing project management, project coordination, project governance, program coordination, or related work.
• Experience working in Medicaid, managed care, or other complex health systems with provider-facing components.
