Senior Budget Analyst - Remote (CAPPS & USAS)

Location: Austin, TX Job Title Budget Analyst IV Job Description Performs advanced budget preparation and financial analysis. The work includes reviewing operating budgets, compiling statistics, ensuring proper funding allocation, recommending solutions on funding issues, finalizing budget adjustments, preparing internal and external reports (Monthly Financial Report, Operating Budget, Legislative Appropriations Request), coordinating data receipt from programs, providing technical advice to department staff, and reviewing requisitions and expenditures. Uses software applications such as CAPPS, HRMS, Access, Excel, ABEST, USAS, and Word. Works under the direction of the Unit Manager with latitude for initiative, independent judgment, and policy development. Eligible for telework up to 50% remote; 50% onsite required. Relocation may be required if outside Texas. Essential Job Functions Annual Operating Budget Process (30%) – Prepares and coordinates the development of the annual operating budget, establishes projection methodologies, ensures funding sources are allocated appropriately, oversees program budget analysts, and utilizes Excel & Access for budget setup and CAPPS integration. Procurement Funding (20%) – Analyzes and certifies fund availability for procurement requests, ensures correct chart coding, aligns funding, and researches funding needs using CAPPS Financials and USAS. Monthly Fiscal Reporting (20%) – Analyzes expenditure trends, prepares standard and ad‑hoc reports for program staff and external stakeholders, trains staff on reporting functions, and recommends solutions for deficits. Legislative Appropriations Requests (10%) – Oversees the preparation of the Legislative Appropriations Request, GLOB, and MFR; compiles data and coordinates revisions to ensure accuracy and compliance. Fisc‑Note Analysis (10%) – Analyzes cost estimates and fiscal notes for proposed legislation, measures impact on DSHS programs, maintains the Access database, and prepares briefing documents. Additional Duties (10%) – Performs other financial duties as assigned, participates in agency workgroups to develop policies, conducts research for financial software, and supports the Unit Manager with report review. Knowledge, Skills, Abilities Knowledge of state accounting, budgetary procedures, and legal funding restrictions. Proficiency with Excel, Access, CAPPS, HRMS, USAS, ABEST and related software. Ability to prepare, monitor, and analyze operating budgets and legislative appropriations requests. Strong communication, organizational, and analytical skills; ability to work independently and with limited supervision. Capable of training others and providing technical assistance. Qualifications Experience with State of Texas and federal accounting, budgeting and financial practices. None for registrations, licensure, or certifications required. Preferred: Military experience related to initial selection criteria. Salary Information & Eligibility Salary follows DSHS starting salary guidelines (approx. $5,425.33 – $7,155.75 monthly).
