Specialist, Construction Advocacy (PAC & Government Relations)

Description Position Summary The Specialist, Construction Advocacy supports AGC’s mission by strengthening the association’s political engagement, legislative advocacy, and relationships with members, chapters, and congressional stakeholders. The role manages day-to-day AGC PAC operations and donor engagement, supports candidate and fundraising activity, and helps ensure political programs are administered accurately and in accordance with applicable requirements. The Specialist also coordinates high-profile advocacy activities, including legislative fly-ins, congressional project tours, and member communications. Working with the Advocacy Team, the position develops timely reports, digital content, and program updates that help AGC members engage effectively in the legislative and political process. Essential Responsibilities & Duties: Cultivates and maintains relationships with current and potential PAC donors Coordinates database records for PAC prior authorizations, contributions, donor activity, acknowledgements, and related follow-up Works with the Senior Director of Political Affairs to identify opportunities to expand and strengthen the PAC donor base and increase member participation Serves as liaison to the Finance Department for AGC PAC receipts and disbursements; processes AGC PAC receipts and submits weekly to Finance Department Prepares and processes check requests for AGC PAC disbursements; executes appropriate liaison with member contractors and chapters regarding check delivery; prepares letters of transmittal Produces and compiles background material for AGC PAC Board of Trustees and national AGC meetings; Prepares PAC-related reports as required for AGC officer meetings with chapters Provides staff support for fundraising efforts and PAC contributor recognition programs at AGC national meetings Participates in candidate meetings, fundraisers, and political events as appropriate and prepares meeting materials Ensures compliance with the Federal Election Commission and lobbying disclosure requirements Maintains a record of AGC LD-1/LD-2 reports for lobbyists as well as LD-203 for AGC PAC Supports the preparation of FEC reports for review by the Senior Director of Political Affairs to ensure timely filing PAC records in line with FEC recordkeeping requirements Maintains the advocacy systems, including the platforms for the AGC PAC to track contribution limits to prevent excessive contribution limits Maintains PAC budget and activity records, including fundraiser attendance and disbursements Provides support to the Advocacy Team on legislative fly-ins and project tours Assists with drafting, editing, uploading and sending grassroots alerts and legislative communications to members and Capitol Hill, respectively Reviews issue papers, legislative testimony and regulatory comments Maintains all issue “one-pagers” and works with Department to update, as needed Assists with the scheduling of Capitol Hill visits between members of Congress and AGC chapters/members/staff Updates the AGC and Advocacy websites and assembles the Construction Advocacy in Action newsletter Supports the planning and execution of legislative fly-ins, advocacy summits, congressional briefings, and more Organizes and executes the planning of congressional project tours for AGC staff, chapters, and members including Acts as a liaison among AGC National Office, AGC Capitol Hill Headquarters, and congressional fundraisers Evaluates and coordinates requests to use AGC Capitol Hill office for political and member events Serves as a liaison between AGC PAC and congressional fundraisers Acts as a point of contact—as appropriate—for candidates seeking AGC PAC funds or meetings, and making recommendations to the Senior Director of Political Affairs and Senior Director of Construction Advocacy for their ultimate approval/disapproval Tracks guest events at AGC Capitol Hill office; processes invoices and payments Other job-related duties as assigned Requirements Qualifications & Experience: Bachelor’s degree in political science, public policy, government relations, communications, business, or a related field Three or more years of relevant experience in political action committee operations, government affairs, association advocacy, campaigns, or a related field Working knowledge of federal PAC operations, Federal Election Commission requirements, lobbying disclosure obligations, and political contribution processes strongly preferred Experience supporting donor or member engagement, candidate or congressional events, advocacy communications, and program reporting Association, nonprofit, congressional, campaign, or political compliance experience preferred Skills & Competencies: Ability to build productive relationships with members, chapters, donors, and fundraising professionals Strong written and verbal communication skills, including the ability to prepare professional member communications, briefing materials, reports, and digital content Exceptional attention to detail and ability to manage regulated, deadline-driven work accurately Strong organizational and project management skills with the ability to manage competing priorities and complete timely follow-up Experience using databases, CRM or advocacy platforms, website content management systems, and virtual meeting tools; experience with Quorum Federal and Quorum PAC management systems preferred. Work Environment & Expectations: Hybrid work schedule with an in-office presence three (3) days per week (flexibility to do 2 days per week during certain work periods); remaining days may be worked remotely based on organizational needs. Primary work location is an office environment with standard business hours; occasional schedule flexibility may be needed to support key deadlines or department needs. Regular use of a computer, phone, and standard office equipment for extended periods of time. Ability to work independently, manage competing priorities, and respond promptly to time-sensitive departmental and organizational needs.
