TRAINING AND ADOPTION SPECIALIST

Position Summary CMS is developing a dedicated team to champion organizational change management throughout our digital transformation. Reporting to the new Change Management Manager, the Training and Adoption Specialist will be part of the Division of Organizational Change Management within the Bureau of Strategic Transformation. The role focuses on creating and delivering engaging learning content, helping employees embrace new systems and processes, improve day‑to‑day experience, and build lasting change readiness. The Specialist will execute stakeholder engagement activities, create communications, training materials, training sessions, and provide sustainable user adoption support. By connecting the technical and business sides, the Specialist will ensure our workforce has the tools, confidence, and support needed to successfully adopt new ways of working and unlock the full value of transformation. Essential Functions Under general direction of the Change Management Manager, the specialist will: Design and execute training and adoption strategy grounded in organizational change management (OCM) principles to support IT implementations and business process redesigns. Conduct training needs assessments in collaboration with internal partners in the Strategic Transformation Division staff and system owners to identify skill gaps and readiness levels. Evaluate training effectiveness and monitor adoption progress to ensure sustained change. Manage and lead training and adoption strategies for process‑driven change in non‑technical projects where no new software is introduced. Work closely with internal partners to ensure training aligns with the broader change strategy and user experience goals. Perform other duties as required or assigned that are reasonably within the scope of the enumerated duties. Minimum Qualifications Bachelor’s degree (or equivalent) – completion of four years of college. Three years of progressively responsible administrative experience in a public or business organization. Preferred Qualifications Three years of professional experience designing and delivering training in a change management, HR transformation, or enterprise systems environment. Three years of professional experience facilitating training, communicating effectively, and engaging diverse stakeholders. Three years of experience supporting both IT (system implementations) and non‑IT (policy/process) initiatives. Extensive knowledge of learning technologies, including LMS and authoring tools such as Articulate Storyline or Adobe Captivate. Bachelor’s degree in education, Organizational Development, Business, or a related field. Conditions of Employment Completion of a background check and self‑disclosure of criminal history. Occasional travel, including overnight stays, may be required. Attendance at seminars, conferences, and trainings to stay current on methods, tools, and industry topics.
