Job Description: Contract Management Supervisor II Purpose: Under minimal direction manages buying, contracting and/or grant activities within a department. Duties, Functions and Responsibilities: Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned. Develops, implements, and monitors operational processes, procedures and related systems in support of departmental buying, contracting and/or grant activities. Evaluates business process effectiveness and efficiency and makes recommendations for improvement. Researches and designs contract management strategies that meet business needs. Develops and negotiates grants and contracts to include performance measures, terms and conditions, penalties and incentives and cost savings. Reviews, revises and re-negotiates existing and expiring contracts for performance measures, cost reductions, consolidation opportunities and materials management. Monitors and audits contract expenditures and/or infrastructure usage activities. Manages the implementation of contracts, to include instructing the end user, monitoring results and arbitrating disputes. Reviews and approves reports regarding contractor performance, supply chain status, contract expenditures, purchase history, etc. for reporting to management, team members and customers. Oversees the development of management and productivity reports, studies and analyses. Ensures compliance of grants and contracts with the terms and conditions and all applicable City of Austin, state and federal requirements. Represents the department to state agencies, city officials, vendors, contractors, community interest groups, and other stakeholders. Minimum Qualifications: Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a related field plus six (6) years of experience managing, reviewing, monitoring and/or negotiating grants, contracts or other similar documents, two (2) of which were in a supervisory or managerial capacity. A Master’s Degree may substitute for required experience up to two (2) years. Licenses and Certifications Required: None. Preferred Qualifications: Experience developing, establishing, and managing core programs, systems, projects, and activities specific to Public Procurement in a professional governmental and/or municipal environment. Experience performing and supervising the writing scopes of work/specifications, issuing solicitations, negotiating contracts, and managing procurement projects that range in complexity, risk and dollar value. Experience in contract monitoring, administration, compliance and coordination in a professional governmental and/or municipal environment. Experience supervising the daily operations for a staff of professional-level employees. Notes to Candidate: Overview: This position is part of the Asset Management Services Division at Austin Aviation located at Austin-Bergstrom International Airport and is responsible for supervising the Purchasing & Contracting Program. Day-to-day responsibilities for this position include, but are not limited to: Supervising Department Purchasing & Contracting Program staff. Overseeing day-to-day departmental purchasing and contracting for general services and commodities. Coordinating with program and department staff to develop and review solicitations for Aviation contracts. Working with program staff and department stakeholders to ensure contract compliance with contractual terms and conditions. Individually managing the development, procurement and negotiation of complex/high dollar Aviation procurement projects. Partnering with City corporate purchasing in the development and procurement of Aviation contracts and the formal solicitation of one-time purchases. Ensuring goods and services are procured, received, and distributed per prescribed policy, procedures and guidelines. Note: The top candidate for this position is expected to have experience with developing, implementing, and monitoring operational processes, procedures and related systems in support of departmental buying, and contracting activities; and have strong analytical, problem-solving and organizational skills. Additionally, a high degree of public procurement proficiency, knowledge and oversight is required to ensure issues are mitigated in an effort to decrease the operational and fiscal risk to Aviation and the City. Work Hours: Monday – Friday 8:00 am – 5:00 pm (On-Site) Hours may change depending on departmental needs. Work hours may include after-hours, holidays, and weekend work. On Call/Call Back Responsibilities: This position will serve as an on‑call Public Information Officer at least once a month during a full week to include after‑hours and weekends. Salary: $84,670 – $107,500 annually Driving Requirement: This position requires traveling to multiple sites as part of the regular job duties. A driving record verification will be conducted.
