Payroll Manager - Construction IndustryJob Summary

Our client, a growing construction organization, is seeking an experienced Payroll Manager to oversee payroll operations for a large multi-state workforce. This role will be responsible for managing complex union payroll , ensuring compliance with collective bargaining agreements, payroll tax regulations, certified payroll requirements, and prevailing wage reporting. The ideal candidate will have a strong background in construction payroll, multi-state payroll processing, and payroll team leadership.

• Manage the end-to-end payroll process for hourly and salaried employees across multiple states
• Oversee union payroll processing and ensure compliance with collective bargaining agreements
• Review and approve weekly and bi-weekly payroll runs for accuracy and timeliness
• Ensure compliance with federal, state, and local payroll tax regulations
• Manage certified payroll reporting and prevailing wage requirements for construction projects
• Oversee payroll deductions, garnishments, benefits, and union fringe contributions
• Reconcile payroll accounts and support month-end, quarter-end, and year-end close activities
• Lead payroll audits and respond to internal and external audit requests
• Maintain payroll policies, procedures, and internal controls
• Partner with HR, Accounting, and Operations teams on employee onboarding, compensation changes, and payroll-related initiatives
• Train, mentor, and develop payroll staff
• Identify opportunities to improve payroll processes and system efficiencies
• Ensure accurate preparation of W-2s, tax filings, and other regulatory reporting

• 5+ years of payroll experience, including leadership or management responsibilities
• Construction industry payroll experience required
• Union payroll experience required
• Multi-state payroll experience required
• Strong knowledge of certified payroll and prevailing wage regulations
• Experience processing high-volume payroll for field and corporate employees
• Advanced Excel skills, including VLOOKUPs and Pivot Tables
• Experience with payroll systems such as ADP, UKG, Workday, Ceridian, Viewpoint, Foundation, or similar platforms
• Strong knowledge of payroll tax compliance and wage and hour laws
• Excellent analytical, organizational, and problem-solving skills
• CPP certification preferred but not required

This is a Permanent position based out of Garden City, NY.

The pay range for this position is $65.00 - $80.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.

This is a hybrid position in Garden City,NY.
