Purchasing ManagerDepartment: FinanceHiring Range: $67,000.00 - $81,000.00FLSA Status: Non - ExemptClosing Date: Open until Filled with initial review of applicants beginning on 10/29/2026General Statement Of Duties:This position performs administrative and technical functions in organizing and executing purchasing and contracting for Burke County. This position also assists with efforts to improve financial systems, with a focus on efficiency, data analysis, and departmental support. Position requires approximately 40 hours of work per workweek.Duties And Responsibilities:To successfully perform this position, an individual must be able to perform the following:Receives, reviews and processes purchase requisitions; locates best source of supplies; issues purchase ordersReviews, coordinates, and recommends information in formal contracts and collaborates in contract negotiationsAssists and participates with various projects within the Finance DepartmentMonitors, maintains, and updates repositories for contractsEngages in negotiations with vendors and department heads; ensures the appropriate delivery of goods and services in accordance with purchasing contracts and agreementsAdvises department heads, supervisors, and personnel on the best methods to make purchases or obtain services according to North Carolina law and Burke County purchasing policies and proceduresAdministers functional and technical requirements including RFPs and RFQs, coordinating and facilitating the review process for submissionsIssues liability insurance claimsReviews internal department program operations, recommending best practices based on North Carolina county benchmarksReviews, analyzes, and recommends various Burke County department budget requests and reportsDevelops and implements tools and reporting used for planning, forecasting, and monitoringReviews and ensures the accuracy of Burke County's financial records to facilitate timely reporting, informing Burke County leadership of the financial recordsAssists in developing and implementing recommendations on operational and systemic changes in the Finance Department and Burke County as it relates to finances; implements systemic changes to the accounting infrastructure and policies; assists the Finance Director in developing policies and procedures; coordinates with other Burke County departments on necessary policy changesPerforms other duties as required or assignedRequired Education And Experience:Associates Degree in Business, Finance, or another related fieldAt least three (3) years of experience working in purchasing and contracting, accounting or fiscal office environment, and other related fields developing the knowledge and skills required to perform the duties of this position.
