This position is responsible for assuring the safe, efficient, and economic transportation of students while delivering a high level of customer service. This position directly supervises the Transportation Manager, Shop Manager, Supervisor of Training and Safety and a secretary. This position is also subject to FHWA drug & alcohol testing as provided by District Policy #5202. ESSENTIAL FUNCTIONS General: Provides vision, long‑term planning, and supervision for the Transportation Department. Directs the development of safe and efficient bus routes and stops, including special education, McKinney‑Vento transportation within and outside the District. Ensures the planning and development of regular training programs for all transportation employees, maintains a standardized record‑keeping and reporting system for all school bus driver’s training and licensure requirements. Responsible for the District’s transportation regulations, procedures, training, and compliance. Works collaboratively with principals in providing pupil transportation and in developing student conduct rules and regulations. Maintains safety standards in conformance with State and Federal regulations, District policy and department procedures. Develops and maintains a program of preventive safety. In cooperation with the Community Relations Office, develops a public relations program for informing and communicating transportation matters with the general public. Ensures safe and courteous operation of District vehicle. May transport students, staff, parents, and/or other persons. Administers the completion of all budget and financial records of the Transportation department, including but not limited to payroll, accounts payable, inventory, and necessary State and Federal reports. Monitors departmental expenditures for cost effectiveness. Administers for the department, the collective bargaining agreements pertinent to employees of the Transportation department, consistent with District interpretive direction. Works as a team member in the negotiation process with the classified employees bargaining unit; recommends contractual changes to ensure efficient operations. Responsible for assessing the District’s transportation delivery services during severe or inclement weather conditions. Makes recommendation to Superintendent on modifying the District’s school day. Fleet Management Oversees the District‑owned fleet of cars, trucks, and buses. Directs the fleet maintenance program. Ensures preventive fleet maintenance schedules are maintained, implemented in an efficient and cost effective manner. Addresses building administrator concerns with fleet maintenance support and evaluates the effectiveness of the fleet maintenance program. Develops specifications in conjunction with users for the acquisition of buses, motor vehicles, and associated equipment. Plans for and makes recommendations for the timely replacement and disposition of vehicles, including buses, to meet the transportation needs of the District. Drug/Alcohol Program Oversees the District’s federal drug and alcohol program. Facilitates and coordinates the district’s drug and alcohol screening process. May transport/accompany employees for drug and alcohol testing, as necessary. Oversees the administration of all preliminary reasonable suspicious alcohol testing using District breathalyzer equipment. First line contact for all positive drug and alcohol testing results. Works with the assigned medical review officer for interruption of results and proper documentation. Informs District administration with findings and recommendations. Ensures all employees complete the Medication Notification Form per District drug policy as required. Maintains proper log documentation. Oversees the alcohol breathalyzer technician certification for the District. Ensures all breathalyzer equipment is calibrated to meet the District’s federal drug and alcohol testing standards. Personnel and Evaluation Recommends the hiring of all transportation department employees; ensures completion of all annual performance evaluations; supervises training; directs the work of the transportation department personnel; disciplines and recommends for disciplinary action or dismissal, as necessary. Professional Preparation and Scholarship Continue professional certification and study. Uses current knowledge on educational and administrative matters. Effort Toward Improvement When Needed Respond positively to suggestions for professional improvement. Modify own behavior on the basis of self‑appraisal. Performs other duties as assigned. MINIMUM QUALIFICATIONS Education and Experience BA in Business, public administration, urban planning, or closely related field and five (5) years of increasingly responsible transportation experience, including supervision, routing, scheduling, driving, and maintenance, or Combination of formal education, training, and experience that demonstrates expertise in transportation and public administration or closely related field. Required Knowledge, Skills and Abilities Knowledge of pupil transportation and routing systems and procedures. Knowledge of State and Federal regulations relative to transportation and safety standards and procedures. Knowledge of equipment purchase and acquisition standards and procedures, and ability to anticipate changes in equipment needs. Skill in obtaining clarifying and exchanging information. Ability to work under pressure and meet established deadlines. Ability to organize, prioritize and maintain good follow‑through procedures. Ability to maintain working relationships and communicate effectively to students, employees, and the public in a diverse environment. Ability to evaluate complex situations, communicate clearly, and react logically in emergency situations. Ability to supervise assigned staff.Ability to safely operate district assigned vehicle. May transport students, staff, parents, or other persons. Knowledge of and experience in managing multi‑million dollar budgets. Ability to participate as a member of a team. Ability to maintain confidentiality. Ability to establish and maintain effective working relationships with a variety of people in a multi‑cultural, diverse socio‑economic setting. Desirable Qualifications Ten years of School District transportation experience. Certification and Licenses Completion of CWU Pupil Transportation Management Program. Certified Washington State Driver Trainer. Must have a valid Washington State commercial driver’s license with school bus endorsement and proof of insurance. Ability to obtain and maintain access to JBLM in compliance with the REAL ID Act and all applicable installation access requirements. WORKING CONDITIONS Work is generally performed in an office or enclosed facility environment. Some exposure to inclement weather may occur. This position is required to travel to and between school sites. Occasionally lifts 30 pounds. Must be able to talk and use fingers, hands, and arms and to listen carefully and focus while filtering out normal office noise. Teamwork and high productivity requirements create frequent extra hour days, attendance at meetings. May be required to drive a school bus to transport students to and from school. May be exposed to ill or infected students as part of the job. The employee is required to deal with distraught and/or angry persons and is exposed to infectious diseases carried by children.
