Missions The main mission of the PGEE office is to carry out public policies for sustainable territorial development with the local authorities in the Orne region and to take into account the territorial issues identified by the State in the context of supporting the preparation of urban planning documents carried out by the authorities. As a territorial planning officer, you will provide your technical and legal expertise throughout the preparation of these documents, in support of the territorial planning officers in charge of a geographical sector. You will produce the necessary studies, analyses, and diagnostics to support and territorialize the State's discourse on urban planning. You will ensure compliance with procedures to alert the authorities if necessary to strengthen the legal security of their urban planning documents. Your activities will include: Producing and formalizing a strategic or prospective analysis of the functioning of the territory based on existing or to be produced studies Elaborating territorial diagnostics in support of the definition of the State's issues and participating in the production of the information to be disseminated Communicating on the possibilities of financial support for the preparation of urban planning documents and preparing the hypotheses for the distribution of the general decentralization fund for urbanism Ensuring a vigilance (legislation, regulation, case law) and legal expertise Ensuring the regularity of urban planning procedures and documents Participating in professional networks You will work in complementarity with 5 agents in charge of other aspects of this support: support concerning the choice and progress of procedures, analysis of urban planning project documents, participation in meetings of the authorities, support for structuring projects of the territory, animation (territory workshops, planning network), communication, etc. The office also handles the processing of commercial development files and the organization of departmental commercial and cinematographic development commissions. You will be in contact with the territorial knowledge and digital treatment bureau of the CPP service, which can provide support in the analysis of complex data and cartographic production, and with the architect and landscape designer consultants of the DDT. The wide range of themes addressed through planning (housing, mobility, water, biodiversity, risks, agriculture, energies) allows working transversally with all the services of the DDT, which constitutes one of the attractions of the position. Externally to the DDT, your main contacts will be: authorities and their technical services, prefecture, State services, and local actors of the planning (regional natural parks, chambers of commerce). Profile Sought A good knowledge of public policies and urban planning law is a prerequisite, either through initial or continuing education or through recent professional experience in this field of activity. Skills in administrative law and knowledge of the functioning of administrative courts would be an asset. If not, a period of training and apprenticeship can complement. Any previous experience in one of the fields of competence of the ministries of the department of territorial authorities can be valued and enrich the team's assets. Mastery of the Libre Office office suite (Writer, Calc, Impress, Draw) is indispensable, and the use of GIS tools (Qgis) would be highly appreciated. To work in complementarity and constructively with the other agents and services, a taste for teamwork is indispensable for both the fulfillment of each person and for good efficiency and real synergy of action. Given the deliverables expected on this position, mainly written and of high stakes, it is also expected that you show rigor and have good analytical and synthesis skills and good writing qualities. Legal Basis This position is open to any competent candidate, whether civil servant or not. The recruitment of a non-civil servant candidate would be on a contractual basis, a priori for a 3-year contract (to be confirmed with the recruiter), after the absence of a suitable civil servant candidate (legal basis: 2° of article L.332-2 of the general code of public service of the State).
