Visit Function:Under direction, assists with performing skilled work in the preventative maintenance, overhaul, modification, removal, and repair functions for hydrants and the water distribution infrastructure. Work performed on hydrant system must be in compliance with Florida statute 633.082(2). Assists with administration of the City's backflow prevention preventative maintenance program.Essential Functions:The list of essential functions, as outlined herein, is intended to be representative of the major tasks performed within this classification. Specific tasks on a day to day basis will reflect the overall areas of expertise for this position.Conducts flow tests of fire hydrants for City to ensure adequate fire protection;Works with Engineers, Consultants, and the Fire Department staff to evaluate pressure in zones for future installation of water infrastructure;Records water pressure readings;Calibrates and operates pressure gauges, flow devices, and diffusers;Completes daily flow test reports; analyzes results to determine the necessary steps to resolve flow test issues and provides results and reports to appropriate authorities;Maintains and updates files and records of flow test data for future reference;Evaluates data and flow test, and field test results to identify and correct water flow and valve position problems.Installs, maintains, repairs, and conducts field testing of fire hydrants to ensure proper operations for adequate fire protection;Inspects, identifies, and evaluates fire hydrants for repair or replacement;Uses various power and hand tools to repair and rebuild hydrants if required;Raises, lowers, relocates fire hydrants to allow clearance for other utilities or improvement;Once work is completed, places hydrants in service by testing and flushing;Services and paints hydrants when major repairs are not needed.Construct reports on findings and utilize appropriate software for that task.Interacts with public on streets and roadways and must exhibit a positive customer service attitude towards citizens.Minimum QualificationsKnowledge, Skills, and Abilities:Knowledgeable in the concepts of water and hydrant distribution and/or collection systems.Knowledge of the methods and techniques used in the installation, maintenance, repair, testing and monitoring of hydrants and service connections.Knowledge of the methods used in pressure testing and calibrating water flow.Ability to employ required safety precautions.Skilled in communicating both orally and in writing, technical information to management and fellow employees.Ability to operate all equipment and tools normally associated with maintenance activities for assigned tasks.Ability to construct reports on findings and utilize appropriate software for that task.Knowledge in the use of a variety of electronic locating devices and other specialty electronic devices.Ability to read and understand a variety of maps and graphs.Ability to use and to take care of the tools and equipment used in the installation, maintenance, repair, monitoring and testing of the water flow in hydrant system.Ability to operate a utility/crew truck or vehicle.Ability to set up or remove barricades, traffic cones or similar objects.Training, Certifications, and ExperienceAny combination of education and experience equivalent to a High School diploma or G.E.D. and one year experience in performing duties involving the installation, maintenance, repair, flow testing, and/or monitoring of a hydrant, water distribution system or wastewater collection environment. Other combinations of experience and education that meet the minimum requirements may be substituted.Special RequirementsIndividuals must be physically capable of operating a car or truck safely, possess a valid Florida's driver's license and have an acceptable driving record. Every New Port Richey employee is required to fill out a Disaster Response Survey and is subject to being required to report to work during a declared disaster.Physical DemandsPhysical Ability:This is moderate work requiring the exertion of up to 50 pounds of force occasionally, up to 30 pounds of force frequently, lifting to 50 lbs. and a considerable amount of force constantly to move objects and open valves; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, and walking. Will involve routine driving to sites on streets where hydrants are located and examining outdoor installations.Sensory Requirements:Ability to hear, speak and understand conversation in English in various tones of voice, as well as accents or rapidly spoken in order to be able to do job. Ability to see, read, and comprehends letters, numbers, words, characters or symbols, which are both large and small in relationship to signage. Visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.Work EnvironmentDue to the necessity of outside work being a major part of the job functions this worker is subject to inside and outside environmental conditions, noise, vibration, hazards, and atmospheric conditions.
