The Director is responsible for ensuring that school division facilities support safe, healthy, efficient, sustainable, and well‑maintained learning and working environments for students, staff, and visitors while promoting responsible stewardship of public resources and division assets. The Director develops, implements, and evaluates short- and long-range facilities plans; oversees preventive and corrective maintenance programs; manages capital improvement and construction projects; and ensures the effective stewardship, preservation, and sustainability of division facilities, infrastructure, equipment, and physical assets. This position is responsible for the administration of departmental budgets, procurement activities, contracts, and resource allocation, ensuring expenditures, purchasing processes, vendor payments, and financial reporting are completed accurately, efficiently, and in a timely manner while maintaining fiscal responsibility and accountability. The Director provides leadership and supervision for facilities, maintenance, custodial, warehouse, and related personnel; establishes performance expectations; promotes professional development; and fosters a culture of safety, service excellence, accountability, sustainability, and continuous improvement throughout the department. This position monitors facility conditions and operational impacts related to weather events, utility disruptions, environmental hazards, and other emergencies. The Director assists with assessing road conditions, facility accessibility, infrastructure concerns, and operational readiness during inclement weather and emergency situations and provides timely recommendations to support division decision-making, continuity of operations, and the safety and well‑being of students and staff. The Director works collaboratively with school administrators, division leadership, transportation staff, public safety agencies, contractors, architects, engineers, regulatory agencies, and community partners to coordinate facility operations, construction activities, emergency response efforts, and capital improvement initiatives. The Director ensures timely, professional, and effective communication regarding facility issues, maintenance priorities, operational impacts, project status, safety concerns, and emergency situations affecting schools and division operations. The Director promotes and advances facility safety, environmental responsibility, energy efficiency, sustainability initiatives, and long-term asset management strategies that support operational effectiveness and responsible stewardship of public resources. The Director ensures compliance with applicable federal, state, and local laws, regulations, building codes, environmental requirements, safety standards, and division policies while supporting a safe, resilient, and sustainable educational environment. This position prepares reports, analyses, recommendations, and presentations regarding facilities operations, capital projects, budgets, asset management, sustainability initiatives, and strategic planning efforts and serves as a key advisor to division leadership on matters related to facilities management, operational efficiency, infrastructure stewardship, and long‑term capital planning. ESSENTIAL FUNCTIONS Provides strategic leadership, direction, and supervision for the Facilities and Maintenance Department, including facilities maintenance, grounds maintenance, custodial services, warehouse operations, construction management, equipment maintenance, and related operational support services. Supervises, evaluates, and provides leadership, guidance, and professional development for the Assistant Director of Facilities, maintenance supervisors, grounds supervisors, custodial and warehouse supervisors, and other assigned personnel. Develops, implements, and evaluates departmental goals, operational procedures, performance standards, and work plans that support division priorities, operational excellence, safety, sustainability, and responsible stewardship of division resources. Oversees the operation, maintenance, repair, inspection, and continuous improvement of all school division facilities, grounds, infrastructure, building systems, and equipment to ensure safe, functional, efficient, and well‑maintained learning and working environments. Develops and maintains short- and long‑range facilities plans, including preventive maintenance programs, capital improvement planning, equipment replacement schedules, infrastructure renewal strategies, energy management initiatives, and facility modernization projects. Promotes facility safety, environmental responsibility, sustainability initiatives, and long‑term asset management practices that maximize operational effectiveness and protect the division’s investment in facilities and infrastructure. Oversees the division's computerized Maintenance Management System and ensures effective utilization for work order management, preventive maintenance scheduling, record keeping, reporting, performance monitoring, and accountability. Plans, prepares, monitors, and manages departmental budgets; oversees expenditures, purchasing activities, contracts, capital projects, and financial resources; and ensures invoices, vendor payments, procurement processes, and financial reporting requirements are completed accurately and in a timely manner. Collaborates with division leadership, principals, department administrators, and staff to assess facility needs, establish priorities, communicate project status, resolve operational concerns, and support instructional and operational objectives through timely, professional, and effective communication. Oversees construction, renovation, maintenance, repair, and capital improvement projects, including coordination with architects, engineers, contractors, vendors, inspectors, regulatory agencies, and internal stakeholders. Ensures compliance with applicable federal, state, and local laws, regulations, building codes, environmental requirements, safety standards, procurement regulations, and School Board policies. Coordinates with Safety and Security personnel, public safety agencies, and appropriate staff regarding life safety systems, security systems, inspections, emergency preparedness activities, corrective actions, and facility‑related risk mitigation efforts. Monitors facility conditions and operational impacts related to weather events, utility disruptions, environmental hazards, infrastructure concerns, and emergency situations; assists with assessing road conditions and facility accessibility and provides timely recommendations to support operational decision‑making, continuity of operations, and the safety of students and staff. Provides leadership and coordination during facility‑related emergencies, including severe weather events, utility failures, equipment malfunctions, after‑hours emergencies, and other urgent operational needs. Oversees facility inspections and assessment programs to ensure division properties meet expectations for safety, cleanliness, maintenance, regulatory compliance, operational effectiveness, and customer service. Directs procurement, contract administration, inventory management, warehouse operations, waste management, recycling, Integrated Pest Management, document destruction, custodial support services, and other operational programs in accordance with division procedures and best practices. Ensures departmental personnel receive appropriate training, certifications, professional development opportunities, and safety instruction necessary to perform assigned responsibilities effectively and safely. Develops reports, analyses, recommendations, presentations, cost estimates, and planning documents for division leadership, the School Board, and other stakeholders regarding facilities operations, budgets, capital projects, sustainability initiatives, and long‑range planning efforts. Represents the Division and works collaboratively with local government agencies, public utilities, contractors, vendors, architects, engineers, regulatory agencies, and community partners regarding facilities planning, construction, maintenance, sustainability initiatives, and operational needs. Supports division emergency preparedness, crisis response, school safety initiatives, and continuity of operations planning as related to facilities, infrastructure, and operational readiness. Performs other duties as assigned. Associate’s degree or technical school certificate from an accredited institution in a maintenance‑related trade such as HVAC, plumbing, electrical, general maintenance, electronics, refrigeration, mechanical repair, construction management, or a related field preferred. Bachelor’s degree in facilities management, engineering, construction management, business administration, public administration, or a related field preferred. Minimum of five to seven years of progressively responsible facilities, maintenance, construction, or operations experience required. Minimum of three to five years of supervisory or administrative experience required, preferably in a school division, public agency, large institutional setting, or comparable multi‑site organization. Equivalent combinations of education, training, and experience may be considered. Facilities/Maintenance Service Supervisory experience Technical/on‑job training in HVAC‑R/Electrical/Plumbing preferred KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of facilities management, building maintenance, grounds maintenance, custodial operations, warehouse services, construction management, and related operational support functions. Strong knowledge of building systems and infrastructure, including structural, mechanical, electrical, plumbing, HVAC‑R, roofing, life safety, security, utility, and energy management systems. Knowledge of applicable federal, state, and local laws, regulations, building codes, environmental requirements, safety standards, and public‑sector operational practices. Knowledge of preventive maintenance principles, capital planning, asset management, sustainability initiatives, environmental stewardship, and operational best practices related to educational facilities. Knowledge of emergency preparedness, continuity of operations, incident response, weather‑related operational planning, and facility risk management practices. Ability to plan, organize, direct, supervise, and evaluate the work of a large, multi‑functional department while promoting a culture of safety, accountability, customer service, sustainability and continuous improvement. Ability to develop, administer, and monitor budgets; analyze costs; manage resources effectively; oversee procurement and contract administration; and make fiscally responsible recommendations that support the division's strategic priorities. Ability to manage multiple projects, timelines, contracts, vendors, emergencies, and competing priorities while maintaining high standards of quality, efficiency, and responsiveness. Ability to interpret plans, specifications, inspection reports, technical documents, contracts, policies, regulations, and construction‑related documents. Ability to assess facility conditions, operational impacts, weather‑related hazards, infrastructure concerns, and emergency situations and provide sound recommendations to support decision‑making and operational continuity. Ability to communicate clearly, professionally, and effectively with administrators, principals, employees, contractors, vendors, public officials, regulatory agencies, community members, and other stakeholders. Ability to establish and maintain collaborative working relationships and work effectively with diverse individuals, groups, and organizations while fostering trust, professionalism, and mutual respect. Ability to lead teams, develop staff, resolve conflicts, build consensus, support employee growth, and maintain high standards of performance and accountability. SUPERVISORY RESPONSIBILITY Supervises and evaluates the Assistant Director of Facilities, maintenance supervisors, grounds maintenance, custodial and warehouse services, building maintenance technicians, contractors, vendors, and other assigned department personnel. TRAVEL REQUIREMENTS Reliable transportation, necessary. Daily travel between schools, LCS buildings and local areas, required. Minimal travel outside of the City of Lynchburg, required.
