Administrative Officer

At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:

  1. Responsible for keeping the organization's revenues and spending in balance through sound advice and prudent planning and management. Participates as a full member of the organization's leadership team with the Superintendent and other chiefs in formulating and annually updating program management plans and associated budgets, and oversees the preparation, consolidation, and submission of budget estimates and justifications for all programs.
  2. Serves as the primary liaison with the centralized HR Talent Group and ensures that the Superintendent and leadership team receives sound advice and guidance on position management through collaboration with human resources, including provision of staffing analysis, succession planning, and facilitation of position management reviews.
  3. In consultation with the HR Talent Group Representative, serves as the organization's contact point on labor-management and employee relations issues, providing coordination and assistance to managers and supervisors on negotiated labor agreements, poor performance, absenteeism, behavior problems, substance abuse, rights and entitlements, morale, etc.
  4. Is responsible for providing information technology, connectivity, communications (local, long distance, cellular and/or satellite telephone, facsimile) and automation advice in support of programs for the organization, and for coordinating with DOI IT for service and technical support. Advises management on future and emerging technologies and in annual planning and budgeting cycles, identifies and prioritizes overall park or program needs for additional computing and telecommunications technology.
  5. As a member of the organization's management team, the incumbent plans, analyzes, and monitors the formulation and development of administrative plans, programs, procedures, operating policies, internal controls, and program goals.
  6. Oversees the following functions: Payroll and Timekeeping, Bills of Collection, Payment of Invoices, Housing, Travel, and other similar programs.
  7. Oversees development of program or operations vulnerability assessments. Audits these areas and recommends steps to reduce vulnerabilities and correct errors. Reports on actions and recommendations.
  8. Responsible for acquiring all goods and services the organization requires to accomplish its mission and programs. Reviews, makes recommendations, and verifies contracting packages are complete prior to forwarding them to the servicing Buying Office/Contracting Activity.
  9. Oversees or performs the work of property management and control systems of the organization. Ensures that property is appropriately marked as Government property, oversees inventories of personal property and maintenance of records, advises Boards of Survey on regulations and procedures for investigating lost, damaged, or stolen property, and advises managers on property accountability and control practices.
Salary Range Information (Per Annum) :

GS-11: $74,678 - $97,087 Per annum

*First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

This position is classified as a code "4" supervisor where supervisory duties take up less than 25% of the time.

TIG requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. TIG does not apply to new excepted service appointments. TIG requirements must be met by the closing date of this announcement.
  • Must have or be able to obtain (within 30 days of appointment) and maintain a valid driver's license throughout employment.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you may be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.   • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period or 2-year trial period during which your fitness and whether your continued employment advances the public interest will be evaluated.

This probationary or trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:
  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.
Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

All qualifications must be met by the closing date of this announcement unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Minimum Qualification Requirements: To qualify for this position you must meet A , B , or C as defined below for the GS-11 level.

A. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
  1. Preparing or assisting in the preparation of budget estimates or justifications for an organization;
  2. Monitoring a budget to ensure that obligations, expenditures, and requested allotments stay within approved funding limitations;
  3. Managing the acquisition of supplies, equipment, and services for an organization;
  4. Providing administrative support to an organization (e.g., procuring needed supplies or services, initiate hiring, etc.)

MUST MEET ALL SPECIALIZED EXPERIENCE STATEMENTS IF QUALIFYING BASED SOLELY OFF OF SPECIALIZED EXPERIENCE.

B. Education: Substitution of Specialized Experience for Education if you have achieved:
  • Ph. D. or equivalent doctoral degree or
  • Three (3) full of progressively higher-level graduate education leading to such a degree or
  • LL.M., if related

-OR-

C. Combination of Education and Experience: Only education in excess of the first two years of progressively higher-level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
