Outreach Worker Supervisor

Under general supervision, is responsible for supervising staff engaged in resolving community tensions and biases and working with community-based organizations to implement the Cure Violence model. Cure Violence is a coordinated strategy to resolve community tensions in San Antonio. Working conditions are inside and outside with occasional exposure to extreme weather conditions, hostile people, and emergency situations. Exercises direct supervision over assigned staff. The San Antonio Metro Health District (SAMHD) provides public health services to clients, which may include risk for exposure to and possible transmission of vaccine-preventable diseases. Staff in high-risk positions will be required to obtain relevant immunizations, per SAMHD Policy DM 13.2. Review and consideration will be given to requests for exemption from this policy. Work Locations 512 E Highland Blvd, San Antonio, TX 78210 Work Hours 2:00 p.m. - 10:00 p.m., Tuesday - Thursday; 4:00 p.m. - 12:00 a.m., Friday - Saturday (Off Days: Sunday & Monday) Supervises the outreach workers and violence interrupters. Manages cases of a complex or highly volatile nature. Supervises and participates in mediating intergroup conflicts to resolve community tensions. Monitors the effect of educational and mediation activities provided to various communities and groups and facilitates additional intervention as needed to ensure conflicts are resolved. Plans and coordinates special events to promote and foster intergroup harmony and cross cultural understanding. Oversees the development and conduct of workshops by staff to address issues of intergroup conflict and discrimination. Develop and disseminate public education materials. Reviews and approves staff reports documenting cases and their resolution. Organize and participate in regular reviews of program progress. Participate in Cure Violence outreach worker trainings. Attend to community responses as needed. Develop relationships with key leaders in the community. Transport Outreach Workers to job sites as needed. Performs related duties and fulfills responsibilities as required. Graduation from High School or a General Education Development (GED) Certificate. Minimum one (1) year of working experience with Violence or Gang intervention programing. Must obtain a valid Class "C" Texas Driver’s License within thirty (30) days of employment. Preferred Qualifications Experience supervising outreach workers, violence interrupters, community health workers, or other field-based staff working in violence prevention, youth development, or community engagement programs. Extensive experience working directly with individuals at elevated risk of gun violence, gang involvement, justice system involvement, or victimization. Experience conducting community outreach, violence interruption, conflict mediation, and crisis intervention in neighborhoods impacted by violence. Candidates with lived experience and established credibility within communities impacted by violence are encouraged to apply, provided they are not currently under criminal justice supervision. Demonstrated experience coaching, mentoring, and developing staff in field-based environments, including conducting performance discussions, reinforcing accountability, and supporting professional growth. Knowledge of the social, environmental, and community factors that contribute to gun violence, retaliation, gang activity, and youth involvement in violence. Skill in de-escalating conflicts, identifying retaliation risks, and supporting staff in developing intervention plans to prevent violence. Strong verbal and written communication skills, including the ability to conduct team briefings, prepare reports, and communicate effectively with leadership, staff, and community stakeholders. Ability to supervise staff operating in socially tense, high-risk, and rapidly changing environments while ensuring adherence to program policies, safety protocols, and professional standards. Ability to monitor field activities, provide real-time guidance to staff, and ensure outreach efforts are aligned with program goals and community needs. Ability to work flexible hours, including evenings, weekends, and holidays, as required to respond to critical incidents and support violence prevention efforts. Strong understanding of youth engagement, positive youth development, mentoring, restorative practices, and violence prevention strategies. Applicant Information Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university. Ability to effectively manage and lead a team working independently and as part of a team. Ability to communicate clearly and effectively. Ability to establish mutually respectful partnerships with various community and ethnic groups. Ability to work in socially tense and volatile environments. Ability to exercise independent judgment.
