ABOUT THE ROLE

This position will be responsible for ensuring the reliability, efficiency, and continuous improvement of the division's business and UCC registries and other applications. The core duties entail troubleshooting system issues reported by staff, replicating and documenting bugs, and collaborating with external vendors to design, test, and deploy software fixes.

Additionally, this role will provide user acceptance testing, document system functionality, author production release notes, and provide comprehensive training to staff on new system features. The position number is 152933.

As a vital source of information regarding various businesses, commercial lenders, elections, legislation, regulations and other areas, this office is responsible for responding to more than 600,000 request for information annually.

The Business Services Division (BSD) is seeking a License and Application Specialist to serve as a Business Analyst and Systems Liaison. This position serves as a vital liaison between our business teams and external technology vendors, ensuring our core software applications align with operational needs.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the analysis and processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.

EXAMPLES OF DUTIES

• Performs the most complex related duties in processing complex certificate and permit applications;

• Receives and processes fees;

• Studies and analyzes factors and incidents impacting on regulatory responsibility and makes recommendations to implement changes;

• Acts as a hearings officer or participates in public hearings concerning issuance, revocation or amendment of certificates and permits;

• Explains laws and agency regulations to applicants and the public;

• Prepares correspondence;

• Assists in rate case matters;

• May perform or supervise investigations of violations;

• May supervise examination of and approve application process for interstate permits;

• Performs related duties as required.

AGENCY RESPONSIBLE FOR ADMINISTRATION OF PROOF OF FINANCIAL RESPONSIBILITY FOR REGULATED TRANSPORTATION SERVICES:

• May supervise or perform issuance of identification stamps or permits for regulated transportation services and keeping of appropriate records;

• May supervise or perform administration of evidence of financial responsibility of licensees.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of clerical or technical experience in a regulated industry or with a regulatory agency.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in preparing material for or actively participating in, hearings concerning the regulatory process.

NOTE: For state employees this experience is interpreted at the level of a License and Applications Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

• Strong experience analyzing user-reported technical issues, successfully replicating bugs within application environments, and clearly documenting technical problems and workflows for developer resolution.

• Demonstrated experience designing test cases, conducting thorough system testing, validating software fixes, and coordinating with external support vendors to safely push updates to production.

• Proven experience drafting clear, professional and concise system documentation, user guides, and production release notes for both technical and non-technical stakeholders.

• Experience translating complex system functions into user-friendly instructions, design training materials, and conducting effective training sessions for staff on new software functionality.
