Description of Work
The Nursing Home Surveyor (Nurse Consultant I) conducts regulatory inspections of nursing homes to determine compliance with federal and state requirements. The role performs routine surveys and complaint investigations, documenting findings through formal survey reports and deficiency statements. This role provides regulatory oversight across multiple counties and includes regular onsite inspections, with occasional weekend, night, and overnight travel when facilities are located more than 60 miles from the home base. Key Duties Include:- Survey nursing homes during routine inspections to determine compliance with federal and state requirements. - Conduct complaint investigations, including onsite review and verification of allegations. - Complete comprehensive survey reports, including statements of deficiency and complaint findings. - Apply regulatory standards during inspections to evaluate facility operations and care practices. - Document inspection outcomes in accordance with federal and state reporting requirements. - Maintain required federal qualification by completing SMQT training and examination. - Perform onsite inspections an average of three days per week within assigned counties. - Participate in inspections scheduled on weekends or night shifts as operational needs require. - Travel to facilities throughout the region and complete overnight stays when distances exceed 60 miles.

Intermediate-level clinical assessment capability, demonstrated through hands-on evaluation of resident care planning and delivery in nursing home environments.
Strong communication proficiency demonstrated through clear, professional interactions with facility staff during surveys and complaint investigations.
Proficient technical writing skill, demonstrated through composing structured deficiency statements and investigative reports with consistent grammatical accuracy.
Advanced inspection process expertise, demonstrated through completing multi-step regulatory surveys and complaint investigations across multiple nursing facilities.
Strong documentation precision, demonstrated through timely, accurate preparation of survey findings and related regulatory reporting.

About the Division of Health Service Regulation (DHSR):
The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.
About the Nursing Home Licensure and Certification Section:
The Nursing Home Licensure and Certification Section of DHSR regulates nursing homes in North Carolina, including combination homes that have both adult care and nursing home beds. Those receiving Medicare/Medicaid undergo routine federal inspections every nine to fifteen months, conducted by trained healthcare professionals. Surveys review many areas of care and operations, including resident rights, quality of care, staffing, safety, infection control, and emergency preparedness.
The section investigates roughly 3,000 complaints each year, notifying complainants of the findings. When inspectors identify issues, they issue a Statement of Deficiency. The nursing home must submit a correction plan and may face penalties. Inspectors return to ensure all problems are resolved.
