Policy Escalation Lead, High Harm - USDS

Responsibilities Oversee the strategic direction and execution of US Policy Escalations across TikTok U.S. Data Security. Lead the USDS Policy Implementation team, managing projects independently and navigating ambiguous spaces. Envision and drive strategy to protect users while championing freedom of expression. Make swift policy decisions in a fast-paced environment. Collaborate with Regional Policy, Risk and Response, Product, Legal Policy Operations, and other internal partners. Provide strategic leadership, management, and direction to a multifaceted team, fostering innovation and excellence. Own program performance tracking and evaluation, implementing strategies to meet organizational goals. Act as senior escalation lead and coverage for the USDS Policy Implementation team to respond to high-harm escalations swiftly. Interface with government relations, communications, and other cross-functional teams on time-sensitive topics. Drive strategic response to high-harm issue areas, staying at the forefront of U.S.-based abuse trends. Support policy implementation for safety strategies including keywords, hashtags, and search. Identify and evaluate emerging policy risks and drive mitigation solutions. Use data-driven assessments of high-harm content to inform policy development. Analyze existing policies and procedures to identify gaps, inconsistencies, or conflicts. Collaborate with internal stakeholders and industry experts to track evolving trends and transform insights into proactive enforcement strategies. Qualifications Minimum Qualifications: 5+ years of work experience in Trust & Safety, content policy, or brand safety roles with a focus on high-harm issues such as Violent Extremism, Integrity and Authenticity, or Youth Safety. Demonstrated ability to lead and inspire a senior-level team, managing multiple projects across diverse operational areas. Excellent leadership and interpersonal skills. Experience working with multiple external partners to ensure policy and procedure expectations are met. Systematic thought process regarding policy and thorough operational experience. Background in operational excellence with a proven ability to structure policy and process-oriented milestones. Ability to thrive in ambiguous environments, identify trade-offs, and make decisions in high-stakes situations. Preferred Qualifications: Experience briefing executive leadership and polished communication skills. Experience in a start-up or forming new teams within established companies. Ability to work in a high tempo environment, adapt, and respond to day-to-day challenges. Resilience and commitment to self-care to manage the emotional demands of the role. The role may be exposed to harmful content on a daily basis. Benefits Annual base salary range: $105,600 - $243,000 (Washington, DC).
