ERP Program ManagerHousing Matters partners with individuals and families to create pathways out of their homelessness into permanent housing. Housing Matters is looking for individuals eager to make a difference and willing to enthusiastically commit to joining in our vision that homelessness in Santa Cruz County should be rare, brief, and non-recurring.The Encampment Resolution Program (ERP) is a shelter program located at The Live Oak Landing - a satellite shelter of Housing Matters. ERP provides shelter, case management and housing navigation for some of the community's unhoused individuals connected with County Behavioral Health programs.Reporting to the Associate Director of Campus & Shelter Operations, the Program Manager for the Encampment Resolution Program (ERP) is responsible for driving shelter operations at the Live Oak Landing and managing ERP staff and the provision of services, including case management, housing navigation, and other direct services, to ERP participants.Hours and Benefits:The ERP Program Manager is a full-time, exempt position, eligible for our generous benefits plan:6 Medical plans - 100% employee coverage on select plansDental - 100% employee coverageLife insurance (UNUM) - 100% employee coverageVision Insurance403b Retirement Savings matched up to 3% dollar-for-dollar with no vesting periodEmployee Assistance Program (EAP) and Travel AssistancePTO, 1 paid floating holiday, 9 paid holidaysRegular hours are Monday through Friday. Occasional evenings and weekends requiredWages: Starting Wage (Depending on Experience)$72,134.40 $74,297.60 $76,523.20 $78,811.20 $81,182.40 $83,616.00Preferred Experience and Requirements:Any combination of training and experience which would provide the required knowledge and abilities is qualifying. Typical ways to obtain this knowledge would be:+3 years of experience as a frontline social service provider for individuals or families experiencing homelessness or a similar social service requiredManagement experience preferred, preferably in a non-profit or similar social serviceBachelor's degree in a related field or equivalent experience requiredExperience in program management, development, program evaluation, and measuring outcomes preferredExperience in grant administration and reporting preferredBilingual English and Spanish speaking preferredDesirable qualifications are; attention to detail, effective communication, flexibility, and good problem-solving skillsSpecial Requirements:Possession of a valid California Class C Driver's LicenseThorough Knowledge of:Social casework objectives, principles, methods, and caseload management and organizationSocial and economic factors that influence individuals and/or households experiencing homelessnessKnowledge and experience applying the principles of Trauma Informed Care and Housing FirstPrinciples of human behavior and developmentGrant compliance and reportingAdministering programs to fidelityPrinciples and techniques of supervision and managementCommunity resources, county, state, and federal benefit programsTypical Job Duties:Develop goals, objectives, and action steps for ERP staff and program activities, conducting ongoing evaluations and implementing changes when necessary.Ensure the program complies with government grant requirements, including providing quarterly data reports to the Associate Director of Campus and Shelter Operations.Oversee compliance with ERP documentation requirements, utilizing the Housing Needs Assessment for intakes and the Housing Action Plan to track participant progress and case manager performance.Assist and guide a team of case managers and housing navigators working within various funding streams to locate, secure, place, and stabilize participants in their own homes.Identify areas of needed training and work with the Associate Director of Campus & Shelter Operations to prioritize and schedule development within budgetary constraints.Become a community leader in serving homeless men, women, and children.Other duties as assigned.Essential Functions:Responsible for managing and overseeing the Live Oak Landing shelter, as well as ensuring compliance with all shelter-specific campus policies, health and safety policies, and program participant expectations.Develop, maintain, and update administrative procedures and manuals to ensure efficient care, workflow coordination, scheduling, admissions, exits, and behavioral processes.Partner with other Housing Matters program managers to implement approved plan objectives, timetables, and expected outcomes.Oversee the program's budget and policies regarding participant involvement, requirements, and benefits.Provide direct supervision, training, and performance management for case management, housing navigation, and direct services staff to ensure effective department operations and optimal staffing levels.Ensure operations and workflows are consistent with organizational objectives, Housing First standards of care, and safety/infection control requirements.Demonstrate a positive, empathetic, and professional attitude, directly supporting participants when necessary, resolving complaints, and prioritizing participant and staff safety.Transport program participants in Housing Matters vehicles to meetings and appointments in accordance with program requirementsServe as a liaison and provide consultation to other organizational staff on ERP program regulations and standards.Equal Opportunity Employer/Protected Veterans/Individuals with DisabilitiesAll qualified applicants will receive consideration for employment at Housing Matters without regard to race, color, creed, religion, national origin, ancestry, physical or mental disability, medical condition (including cancer-related and genetic characteristics), marital status, sexual orientation, age (over 18), veteran status, gender, pregnancy, or any other non-merit factor unrelated to job duties.
