Lead the Health Care Authority's EDD DBA team as a Senior Database Administrator. This role offers flexible telework, and the chance to shape core data strategy and secure SQL Server systems.
All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.

About the division:

The Enterprise Technology Services (ETS) division is responsible for management and operation of the state's federally certified Medicaid Management Information System (MMIS) called ProviderOne, the Agency's Enterprise Data program, data governance support, and information management functions. ProviderOne processes over two million claims per month and processes/pays claims more than $10 billion annually to providers of services to Medicaid clients statewide.

About the position:

This position leads the work of the EDD DBA team, and is responsible for the appropriate analysis, design, development, implementation, and maintenance of all traditional databases used at the Health Care Authority. This position must consider the architectural constraints set by the manager of EDD and the architecture team and make appropriate recommendations for the design and implementation of traditional databases. As the senior level specialist in the agency on the use of traditional database technologies, this position must ensure that the DBA team keeps databases updated and maintained, deprecating and retiring non-operational and non-compliant databases, and comparing existing deployments to the design standards set by EDD.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Duties
Some of what you will do:

• Guide staff in creating and implementing traditional database solutions with new processes and frameworks, delivering valuable, adaptable, scalable solutions for complex business tasks.
• Implement databases using enterprise data architecture and standards.
• Design and develop traditional databases. Convert business requirements into logical and physical data models for traditional databases.
• Incorporate human-centered design concepts to enhance services and tools for end users.
• Advise management, IT staff, and business partners on change requests, needs assessments, systems analysis, architecture, and design for traditional databases.
• Provide technical advice and guidance to senior managers and technical resources in the creation and implementation of data standards and architecture.
• Develop and manage roadmaps, standards, patterns, and best practices for database administration which support agency strategy.
• Analyze business intelligence data and make recommendations for growth and change of traditional databases.
• Research, analyze, propose, design, and deliver standards and frameworks that are appropriate for agency's business and technology strategies for traditional databases.
• Make platform decisions that are based on enterprise significance, business impact, risk management, and organizational considerations.
• Monitor regulatory guidelines, compliance guidance, and emerging industry standards to assess their impact on the platform and its products.
• Lead platform redesign or modification efforts in line with business improvement initiatives.

Qualifications
Required qualifications:
This experience may be concurrent:

• Four (4) years of experience and demonstrated ability in architecture, developing and implementing technical solutions utilizing Microsoft SQL Server.
• Four (4) years of database development and administration experience, including relational database design and modeling, writing SQL queries and stored procedures.

Qualifying candidates will also meet one of the following criteria options:
Option 1:

• Bachelor's degree or higher in Computer Science, Business, Business Analysis/Intelligence, or closely related field.
• Five (5) years of progressively responsible for IT programming, database administration and analytic experience with large, complex administrative databases.

Option 2:

• An associate's degree OR equivalent to two years of vocational training in a technical field.
• Seven (7) years of progressively more responsible IT programming, database administration and analytic experience with large, complex administrative databases.

Option 3:

• Nine (9) years of progressively more responsible IT programming, database administration and analytic experience with large, complex administrative databases.

Option 4:

• Three years' experience as a Journey Level Professional in an IT Data Management job family.

Required competencies:

• Working-level knowledge of business and management principles involved in planning, resource allocation, leadership techniques, production methods and coordination of people and resources.

Preferred qualifications:

• Experience utilizing and implementing Amazon Web Services (AWS) services databases such as Aurora and RDS.
• Experience with modern cloud database engines like Snowflake.
• Demonstrated ability to develop and implement internal standards to guide the organization in the design of technical solutions.

Retirement and Deferred Compensation

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
