Regional Market Consultant I, II

PNM

SUMMARY

The overall purpose of this position is to provide broader strategic and subject matter expertise in advancing regional market design and participation strategies that improve reliability, affordability, operational efficiency, and customer access to diverse energy resources. Under limited supervision, this role applies a comprehensive understanding of regional energy markets, transmission planning, integrated resource planning, market operations, and regulatory policy to evaluate complex technical, environmental, operational, and economic conditions; identify risks and opportunities; and develop recommendations that support informed business decisions. The position is responsible for leading or independently managing key analyses, coordinating cross-functional inputs, representing the company in external stakeholder forums, and influencing regional initiatives involving utilities, regional planning bodies, market operators, and state utility commissions, including transmission expansion, renewable energy and storage participation in organized markets, competitive market enhancement, and related strategic initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Monitor and participate in regional market design proceedings and resource adequacy initiatives to support market participation strategies that align with and improve PNM customer reliability, affordability, and access to regional energy resources. Monitor and engage in utilities¿ efforts to improve or revise Open Access Transmission Tariffs, including supporting regulatory filings with the Federal Energy Regulatory Commission (FERC), as needed, to advance transmission access, cost-effective market participation, and customer benefits. Develop and maintain professional working relationships with decision-makers, utilities, market operators, and coalition partners to shape regional market policies and practices that support customer-focused outcomes. Provide support and demonstrate assigned job responsibilities as part of on-the-job training for co-workers. Collect quantitative and qualitative data from sources such as surveys, internal databases, and market reports. Proactively evaluate activities across departments, including operations, planning, Western Power Markets, settlements, and related functions, to identify emerging or high-impact issues affecting regional market outcomes, customer costs, reliability, and operational efficiency. Assume responsibility for developing and directing analyses that support improved market, operational, business, and customer outcomes, including strategies that enhance the value of regional market participation. Support the prioritization of critical market design, participation, and operational challenges requiring management attention and cross-functional resolution to protect and improve customer benefits. Organize and clean datasets to support analysis. Support the development and evaluation of data collection methodologies, including questionnaires and opinion surveys. Monitor industry statistics and track trends in trade publications. Support the preparation of routine reports and data visualizations, including tables and graphs, that communicate market trends, risks, opportunities, and customer-benefit impacts to internal stakeholders and leadership.

COMPETENCIES

Extensive understanding of competitive wholesale electricity markets, including market dynamics such as delivery limitations, regional supply and demand, daily and seasonal variability, reliability considerations, and fuel impacts. Ability to assess and synthesize complex technical and economic variables and develop timely, accurate recommendations based on analytical findings. Ability to communicate analytical insights, risks, and recommendations clearly and effectively to leadership, including Senior Managers, in support of informed decision-making. Experience with utility Integrated Resource Plans (IRPs) or Local Area Transmission Plans (LATPs) preferred. Experience participating in state regulatory commission proceedings preferred. Experience in utility or regional transmission planning forums preferred. Working knowledge of the interconnected bulk power generation and transmission system and related operational considerations.

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE

Bachelor¿s degree from an accredited four-year college or university in Marketing, Business, Finance, Economics, Engineering, or a related field, six to seven years of relevant experience; or an equivalent combination of education and experience.

COMMUNICATION SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to communicate effectively before groups of customers or organizational employees.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

ANALYSIS AND PROBLEM-SOLVING ABILITY

Ability to solve practical problems and address a variety of concrete variables in situations where limited standardization exists. Ability to interpret instructions provided in written, oral, diagram, or schedule form.

COMPUTER SKILLS

Working knowledge of personal computers and standard business office applications, including Microsoft Office Suite and other related applications; ability to adapt to industry-specific software.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit up to 2/3 of the time. The employee must occasionally lift and/or move up to 10 pounds.

WORK ENVIRONMENT

All of these duties are performed indoors and at a desk, operating office equipment.

JOB DESCRIPTION

Regional Market Consultant I Salary Grade: G06 Minimum Midpoint Maximum $82,463- $111,325- $140,187 The following statements describe the general nature and level of work performed. SUMMARY

Under general supervision, this role models, analyzes, and reports on technical, environmental, operational, customer, and economic conditions affecting energy markets. The primary goal of the position is to improve customer benefits from regional market performance and participation by incorporating inter-departmental data, identifying high-impact opportunities, and supporting informed decision-making related to market participation strategies. Responsibilities include engaging with utilities, regional planning bodies, market operators, and state utility commissions on transmission planning and expansion, integrated resource planning, participation of renewable energy and storage resources in organized markets, strengthening competitive markets, and related initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Monitor and report on regional market design and resource adequacy initiatives, including emerging market structures and regional coordination efforts, to help ensure evolving frameworks appropriately consider PNM system needs and impacts to PNM customers. Monitor and engage in utilities¿ efforts to improve or revise Open Access Transmission Tariffs, including supporting regulatory filings with the Federal Energy Regulatory Commission (FERC), as needed. Establish and maintain professional working relationships with decision-makers, utilities, coalition partners, operators, WPM, and settlements teams to develop a comprehensive contextual understanding of market and operational matters. Collect quantitative and qualitative data from sources such as surveys, internal databases, and market reports. Organize and clean datasets to support analysis. Conduct analyses and prepare reports that integrate inter-departmental data to identify key findings, trends, and high customer benefit impacts related to regional market performance and participation. Assist in the development and evaluation of data collection methods, including questionnaires and opinion polls. Monitor industry statistics and track trends in trade publications. Evaluate regional market performance outcomes to identify opportunities that improve customer benefits, including cost savings, reliability value, operational efficiencies, and effective market participation. Support the team in preparing routine reports and data visualizations, including tables and graphs.
