Office Chief – Water Quality The Water Quality Office Chief ensures defensible scientific water quality support for all strategies, initiatives, programs, and processes in connection with the agency's core mission of flood control, restoration, and water supply. Location and Employment Location: West Palm Beach, Florida Type: Full Time Posted: 29-May-26 Categories Environmental – Air and Water Pollution Environmental – Quality Environmental – Wastewater Environmental Engineering Years of Experience Less than 2 years Position Overview The position is responsible for managing and coordinating water quality field monitoring activities, laboratory analytical services, quality control, data validation, and stewardship of environmental assessments and reporting to meet the requirements of legal mandates, permits, and agreements. The Chief participates as a member of the District's Senior Management Team, champions the Everglades Technical Oversight Committee (TOC), Expert Peer Review, and production of the South Florida Environmental Report (SFER), administers the District's Environmental Monitoring Quality Assurance Program, and facilitates the Environmental Monitoring Review Process. The Chief reports to the District’s Assistant Executive Director and drives a fiscally‑conservative direction for managing capital, financial resources, and human resources, serving as the decision maker for day‑to‑day and long‑term operations. Key Responsibilities Manage water quality field monitoring, laboratory services, quality control, and data validation. Steward environmental assessments and reporting to meet legal, permit, and agreement requirements. Participate in senior management decision‑making and champion key committees and programs. Drive fiscal responsibility in capital, financial, and human resource management. Resolve complex technical and non‑technical problems in dynamic, unstructured environments. Qualifications Bachelor's degree in a related discipline; graduate degree preferred. 12+ years of progressive experience in discipline and leadership roles applicable to the District’s strategic goals. At least 6 years managing diverse staff, and 6 years designing and implementing programs and policies. Extensive knowledge of water quality monitoring drivers, including the Everglades Settlement Agreement, operating permits, rules, water quality standards, and ambient water conditions. Experience implementing rigorous standard protocols for collection, analysis/validation, and auditing to ensure defensible data and assessments. Experience with monitoring control, planning, leveraging, optimization, and statistical analysis to support monitoring reductions and permit modifications. Budget management experience for special projects or organization‑wide initiatives preferred. Licenses and Certifications Valid State of Florida Driver’s License required. Physical Requirements and Working Environment The role may require support before, during, and after major storm events and emergency situations such as hurricanes, depending on assigned emergency response responsibilities.
