Engineering/Construction Manager

At the South Florida Water Management District (District), we are committed to making Florida a better place to live and work! The District is a regional governmental agency that manages the water resources in the central and southern part of the state. It operates over 2,000 miles of canals and levees, hundreds of water control structures, and dozens of pump stations to provide flood protection for over 9 million residents. Projects include pump stations, water control structures, reservoirs, stormwater treatment areas and associated works. Incumbent will manage several related or similar projects simultaneously. Collaborates with technical representatives from other federal and state governing agencies associated with a project such as the Department of Environmental Protection and the US Army Corps of Engineers. Follows state-wide consistencies for engineering / construction initiatives with the other Water Management Districts. The District is seeking seasoned technical Engineering/Construction Manager accountable for managing multiple, projects and proactively manages multiple projects from conceptual design phase through close-out phase and applies a fiscally conservative direction for managing construction costs, financial resources and human resources. Uses the appropriate metrics and benchmarks to measure the success of each project. Ensures all project budgets are developed in accordance with Budget Bureau standards, and accurately reflect financial requirements to complete the project. Consolidates all engineering and construction design specifications and requirements into one comprehensive management plan for each assigned project. This includes detailed information for planning, estimating, cost/time/quality management, contract administration, change orders, project controls, compliance and permitting, and safety management. Throughout all phases of a project, incumbent applies proactive and predictive analysis techniques to identify issues/problems/flaws and takes the appropriate actions steps for resolution. Demonstrated analytical effectiveness has been developed based on construction project experience (e.g., project size/scope/complexity and structure type). Conducts constructability reviews and construction-site inspections throughout all project phases. Leads a team of specialists with clearly defined roles and responsibilities to complete each project. Team includes but is not limited to engineers, cost estimators, inspectors, safety specialists, and contractors. Ensures compliance with all environmental, building and safety regulations and codes from federal, state, county and/or municipal level. Provides guidance and mentors one, or more, junior level engineering/construction managers. Manages engineering and construction contractors to ensure project services and deliverables are completed according to contractual, financial, functional, and time requirements. May manage a distinct portion or phase of a larger, more complex engineering / construction project. Based on prior internal and/or external experience, may provide technical input and opinion to other similar level projects. Incumbent provides, explains, and defends project information to Bureau managers and/or subject matter experts. Proactively influences audience to the "preferred decision" in support of the District's core mission and best interest. Demonstrates solid negotiation, problem-solving, conflict resolution and communication effectiveness. Maintains tact and diplomacy during difficult situations and resolves disagreements in public settings.

Employment Guidelines: Engineer/Construction Manager - Senior: Bachelor's Degree in a related discipline such as but not limited to Civil, Construction or Structural Engineering and 6+ years of experience that demonstrates measurable career and technical progression that can be applied to support the Engineering and Construction Bureau's work plan and the District's business plan and strategies. Salary Range: Mid: $98,737.60 - Max: $128,502.40 Position may be filled at the following levels, depending on applicant experience and qualifications. Engineer/Construction Manager Staff: Bachelor's Degree in a related discipline such as but not limited to Civil, Construction or Structural Engineering and 5+ years of experience that demonstrates measurable career and technical progression that can be applied to support the Engineering and Construction Bureau's work plan and the District's business plan and strategies. Engineer/Construction Specialist Senior: Bachelor's Degree in a related discipline such as but not limited to Civil, Construction or Structural Engineering and 4+ years of experience that demonstrates measurable career and technical progression that can be applied to support the Engineering and Construction Bureau's work plan and the District's business plan and strategies. Engineer/Construction Specialist 1: Bachelor's Degree in a related discipline such as but not limited to Civil, Construction or Structural Engineering and 2+ years of experience that demonstrates measurable career and technical progression that can be applied to support the Engineering and Construction Bureau's work plan and the District's business plan and strategies.

Licenses: State of Florida Professional Engineer (PE) license is preferred but not required. Valid State of Florida Driver's License is required. Physical Requirements/Working Environment: Work environment will consist of office and field work in over 16 counties in south Florida. At times the incumbent will be required to perform field work at remote sites in support of the inspection programs, water control features troubleshooting, and operation and maintenance needs. Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
