CORRECTIONAL OFFICER LIEUTENANT (Environmental Compliance and Safety Officer (ESCO))

Grade: CORR 0007 Location: Eastern Correctional Institution, 30420 Revells Neck Road, Westover, Maryland 21890 Main Purpose The Environmental Compliance and Safety Officer is assigned in each major facility within the Department of Public Safety and Correctional Services, including Division of Correction facilities, Patuxent Institution, and Central Booking and Intake Facility. This position administers an environmental, health and safety program for each facility, following standards and guidelines from OSHA, MOSH, EPA, MDE, etc., and works day shift Monday through Friday to implement and administer a comprehensive Environmental and Safety Program. Position Duties Assist in the planning, development, implementation, and administration of an environmental, health and safety program in the institution through DCDs, IDs, and other written guidance and training. This includes ensuring compliance with applicable regulations such as US EPA, MDE, NFPA, MOSH, MD Commission on Correctional Standards, and ACA. Resolve routine problems, develop and implement corrective action plans, and handle environmental sampling and incident notification. Inspect the facility—including housing, working areas, maintenance, food services, laundry, vo-tech, and support service areas—weekly, monthly, quarterly, and as needed. Investigate work‑related injuries/incidents, develop corrective action plans, and maintain all necessary records and files for history and review. Provide safety training to employees and inmates, staying up‑to‑date with environmental, safety, and health standards. Coordinate Facility Based Risk Management Meetings. Coordinate and schedule facility inspections and audits with management, conduct meetings to determine inspection results and non‑compliance areas, escort agency representatives, and assist in developing and implementing corrective action plans. Minimum Qualifications Education: High School diploma or equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation. Experience: Two years of experience leading Correctional Officers in the custody and security of adult inmates or performing advanced work as a Correctional K‑9 Officer or Correctional Internal Security Officer. Additional criteria (per the Correctional Training Commission): Accredited college or university education may replace experience at the rate of sixty credit hours for one year of required experience, provided at least 15 credit hours are in criminal justice or related social sciences. Equivalent State experience in other correctional classifications may substitute, provided the experience aligns with a classification comparable in salary to a Correctional Officer Sergeant. U.S. Armed Forces military service experience in correctional classifications or criminal justice field may substitute on a year‑for‑year basis. Desired or Preferred Qualifications One year or more experience in environmental compliance, fire and safety, sanitation, or auditing. Limitations on Selection This position is limited to current Department of Public Safety & Correctional Services employees who meet the classification requirements and are on the eligibility list. Licenses, Registrations, and Certifications Motor vehicle operation: Must possess a valid Maryland driver’s license. Large van operation requires a Class C Maryland driver’s license. Special Requirements Must meet selection standards and complete correctional officer training prescribed by the Maryland Correctional Training Commission, including U.S. citizenship or resident alien status, age ≥21, completed background investigation, oral interview, and physical examination. New hires must complete Entrance Level Firearms Training and demonstrate proficiency in safe firearm use periodically. Must provide a phone number for 24‑hour call‑in availability.
