Safety Manager

Location: California/Neveda (Near Primm) (Gold Processing Plant Construction Site) Contract Duration: 12-18 Months (Project-Based) Overview We are seeking an experienced Contractor Safety Specialist to support the construction of a gold processing plant in California. This role is focused on contractor safety oversight within a multi-contractor EPC/EPCM project environment, working closely with the Owner’s team to help develop and implement the site safety management system throughout construction. At peak construction, the site will host 4–5 contractor companies (multi-discipline) and a workforce of approximately 150–200 personnel, requiring strong coordination, field presence, and the ability to influence safety performance across multiple organizations. This role is best suited to someone with deep mining/MSHA experience who understands how safety integrates into EPC/EPCM project delivery models. Key Responsibilities Act as the primary Construction Safety Manager on behalf of the Construction Manager across all site contractors Partner with the Owner’s and Construction Managers (EPC) sub-contractors project team to develop, implement, and continuously improve the construction safety management system Establish and standardize site-wide safety protocols across multiple EPC/EPCM contractors Ensure compliance with MSHA regulations (primary), as well as applicable OSHA and California state requirements Review and approve contractor safety plans, method statements, and risk assessments prior to execution Conduct site inspections, audits, and field observations across all contractor scopes Lead and facilitate toolbox talks, safety meetings, and pre-task hazard assessments (JHAs/JSA) Monitor contractor safety performance and enforce alignment with project KPIs and leading indicators Lead/support incident investigations and root cause analysis , ensuring effective corrective actions Oversee and enforce permit-to-work systems (LOTO, confined space, hot work, working at heights, etc.) Support onboarding and orientation of all contractor personnel Provide coaching and mentorship to contractor supervisors to elevate safety standards Act as the key interface between the Owner and contractors on all safety matters Setup the EPC companies overall safety management program for the project Qualifications & Experience 7–10+ years of safety experience in mining or mining-related construction environments Strong, hands-on MSHA experience is required Proven experience managing contractor safety on multi-contractor sites (150+ workforce) Prior experience on mineral processing plant or heavy industrial construction projects Experience working within EPC and/or EPCM project environments is strongly preferred Experience supporting an Owner’s team or interfacing with Owner/EPCM/contractors is an asset Familiarity with California construction safety requirements is a strong plus Certifications: OSHA 30 (minimum) or OSHA 500 (preferred) CSP, ASP, CHST, or equivalent (preferred) First Aid/CPR certification (required) Demonstrated experience in developing or implementing safety systems and procedures Strong field presence with the ability to influence across multiple contractors without direct authority Comfortable operating in complex EPC/EPCM project structures Ability to balance system development with hands-on field execution Confident in holding contractors accountable while maintaining working relationships Excellent communication, coordination, and organizational skills Proactive, practical, and solutions-driven Work Conditions Applicants must be authorized to work in the U.S. without employer sponsorship. Position will start in an office setting and then become a site-based role with significant time in the field (Monday -Friday, 5 days a week, 12hr days) Multi-contractor, active construction environment May require extended hours, weekends, or shift work depending on project phase Exposure to typical construction site conditions (noise, dust, heavy equipment, weather) Why This Role This is a high-impact position where you’ll play a central role in both shaping the safety framework and driving contractor performance on a complex EPC/EPCM mining project.
