Mechanic I - This is a continued entry-level semi-skilled position involving routine, manual-type labor in the construction, operations and maintenance of Fort Pierce Utilities Water Distribution Systems. Work requires limited judgment and is performed under the direct supervision of the respective Cross Connection Control Team Leader or Service Foreman, or as designated and is subject to close inspection during progress and upon completion of assigned tasks. Mechanic II - Skilled position in the operation and maintenance of job-related heavy construction equipment in repairing or laying pipe or other construction repair activities of the Water Distribution Department. Requires extensive manual labor to support water distribution functions. Requires considerable judgment and is under the indirect supervision of the respective Cross Connection Control Team Leader or Service Foreman, or designee. Mechanic III - This is highly skilled lead work involving technical work in the installation, testing, and maintenance of the Fort Pierce Utilities Authority's Water Distribution Department, including routine, manual-type labor in the construction, installation operations and maintenance of Fire Hydrants, Service Lines, Commercial Metering systems, Mainline Control Valves, and Backflow Prevention Devices. This position may be delegated authority and responsibility for a small group of unskilled, semi-skilled employees for a designated period of time. Work performed requires considerable judgment and is performed under the indirect supervision of the respective Cross Connection Control Team Leader or Service Foreman or as designated. Note to in-house candidates: Promotion into Mechanic II and III positions is not automatic. All of the following criteria must be met before promotion would be considered: Approval of the Department Head; Advancement to Mechanic II - after serving twelve (12) months as a WD Mechanic I, provided he/she has demonstrated that he/she has a clear and demonstrable understanding of all the requirements of the position and has received satisfactory annual evaluations. Must have the Superintendent's approval before being promoted; Advancement to Mechanic II - Employee must have scored above standard in a least four (4) rated categories on the two previous annual evaluations Advancement to Mechanic III - The employee must have scored above standard in at least six (6) rated categories on the two previous annual evaluations; Must be an approved budgeted position, and; Must score 70% or better on the qualifying written exam and practical field exam Mechanic I, II & III - Ability to keep accurate daily field reports and other paperwork and records a required and enter into computer. Ability to communicate effectively and establish and maintain harmonious relationships with Supervisor, customers, other employees, other departments, other governmental and regulatory agencies, and the general public as needed. Ability to efficiently handle emergencies and multiple tasks simultaneously. Standby duty is required on a rotational basis. May require shift work on evenings, nights, and weekends. Wear personal protective safety equipment including but not limited to safety glasses, face shields, hearing protection devices, gloves, safety vests, and hard hats, and OSHA approved safety shoes. Will be required to work in adverse weather conditions to restore service to customers during emergencies. Will be required to work under difficult and strenuous conditions due to nature of operating underground utilities system. Mechanic I - UNDER DIRECT SUPERVISION THE MECHANIC I LEARNS TO GAIN GENERAL KNOWLEDGE AND ABILITIES INVOLVED IN THE PROCESSES OF: Administrative reporting requirements of federal, state and local regulatory agencies. Practices, methods, heavy equipment, materials, testing equipment, and other industry related tools and equipment associated in construction, operations and maintenance of a water distribution and metering system. Occupational hazards, standard safety precautions, safe work methods, FPUA's Safety Programs, and related safety devices associated in the construction, operation and maintenance of a water distribution and metering system. Florida Department of Transportation's (FDOT's) Maintenance of Traffic (MOT) requirements. Basic computer operation. Geographical work area. Understanding and following quickly and accurately brief oral and written instructions on moderately complex matters. Accurately reading and interpreting as-builts, blue prints, diagrams, sketches, construction plans, and key maps of underground utilities systems. Learning and performing a wide variety of unskilled and semi-skilled. Using safely and efficiently the vehicles, tools, equipment, and repair parts as required in the related utility system. Learning to maintain good job-related physical condition and health and sufficient physical strength to perform heavy, manual-type labor encountered in the work area within the limits of sound safety practices. Mechanic II – Considerable knowledge of practices, methods, heavy equipment, materials, testing equipment, and other industry related tools and equipment associated in the operation and maintenance of a water distribution and metering system. General knowledge of administrative reporting requirements of federal, state and local regulatory agencies. Considerable knowledge of the methods and techniques of mechanical equipment operations. Considerable knowledge of Florida Department of Transportation's (FDOT's) Maintenance of Traffic (MOT) requirements. Some knowledge of the geographical work area. Considerable knowledge of the occupational hazards and standard safety precautions, safe work methods, FPUA's Safety Program, and related safety devices associated in the operation and maintenance of a water distribution system. General knowledge of basic computer operation and software application, preferably Microsoft Word. Ability to understand and follow quickly and accurately brief oral and written instructions on moderately complex matters. Ability to perform a wide variety of unskilled and semi-skilled and skilled tasks. Ability to maintain good job-related physical condition and health and sufficient physical strength to perform heavy, manual-type labor encountered in the work area within the limits of sound safety practices. Ability to perform first echelon maintenance to include regular checking of all fluid levels, tire pressure and general mechanical condition of vehicles, excavation, trenching, and backfill equipment. Ability to train other Water Distribution employees as required. Ability to perform mentoring duties to new employees, as assigned. Mechanic III - Thorough knowledge of accepted supervisory methods and employee performance standards. Thorough knowledge of administrative reporting requirements of federal, state, and local regulatory agencies. Thorough knowledge of practices, methods, heavy equipment, materials, testing equipment, and other industry related tools and equipment associated in the operations and maintenance of a water distribution and metering system. Thorough knowledge of the construction and principles underlining the operation of various types of domestic and commercial water meters and gauges. Thorough knowledge of operation, maintenance and repair principles of industry standard Cross Connection Control Devices and appurtenances. Thorough knowledge of the occupational hazards, standard safety precautions, safe work methods, FPUA's Safety Program, and related safety devices associated in the operation and maintenance of a water distribution and metering system and the ability to assure that employees comply with safe standards. Thorough knowledge of Florida Department of Transportation's (FDOT) Maintenance of Traffic (MOT) requirements. Thorough knowledge of AWWA Standards and Cross Connection Control Standards. Considerable knowledge of basic computer operation and software application, preferably Microsoft Word. Some knowledge of the geographical work area. Ability to understand and follow quickly and accurately brief oral and written instructions on moderately complex matters. Ability to correctly interpret and administer rules, regulations and policies in order to make decisions based on established policies and procedures. Ability to efficiently handle emergencies and multiple tasks simultaneously. Ability to plan, lay out and direct and supervise subordinates performing operations and maintenance functions. Ability to accurately and efficiently operate industry standard testing and repair equipment including, laptop computers, backflow preventer test gauges, data logger and acquisition devices and pressure and flow recording equipment. Ability to train other Water Distribution employees as required. Ability to perform mentoring duties to new employees, as assigned. Ability to maintain good job-related physical condition and health and sufficient physical strength to perform heavy, manual-type labor encountered in the work area within the limits of sound safety practices. Mechanic I - Graduation from high school or possession of an acceptable equivalency diploma. Will be subject to random drug testing per DOT regulations and FPUA rules. A comparable amount of training and experience may be substituted for the minimum qualifications. Mechanic II - Graduation from high school or possession of an acceptable equivalency diploma, and two (2) years experience as Water Distribution Mechanic I with FPUA or equivalent thereof. A comparable amount of training and experience may be substituted for the minimum qualifications. Must possess and maintain a valid State of Florida Level 3 Water Distribution License. Must possess and maintain a valid Florida Department of Transportation (FDOT) Intermediate Maintenance of Traffic (MOT) certification. Will be subject to random drug testing per DOT regulations and FPUA rules. Mechanic III - Graduation from high school or possession of an acceptable equivalency diploma. Three (3) years recent experience as a Mechanic II or equivalent in the area of assignment, including repair of meters, backflow devices, gauges or similar small mechanical devices, and some experience in the operation of trucks and other industry standard equipment. Will be subject to random drug testing per DOT regulations and FPUA rules. Must possess a current certification in Backflow Prevention Device Testing. Must possess a current certification in Backflow Prevention Device Repair. Must possess and maintain a valid Florida Department of Transportation (FDOT) Intermediate Maintenance of Traffic (MOT) certification. Must possess and maintain a valid State of Florida Level 2 Water Distribution License. A comparable amount of training and experience may be substituted for the minimum qualifications. NOTE:There are also secondary functions, which the employee will be required to perform. Mechanic I, II & III - Opens and closes trenches. Report on-the-job accidents and/or injuries. Occupational hazards, standard safety precautions, safe work methods, FPUA's Safety Program and related safety devices associated in a utility company. Assures truck, tools, and equipment are kept clean and ready for use and that truck is stocked with repair parts as needed to perform daily assignments. Maintains tools, equipment, and materials inventory Perform daily vehicle safety checklists before leaving compound in the morning and after returning at the end of the day. Ability to react to change productively and to handle other tasks as assigned. Efficiently handles emergencies and multiple tasks simultaneously. Assist other Water Distribution employees as necessary in the operation and maintenance of assigned duties. Proper and safe use of equipment, including but not limited to trencher, compactor, testing equipment, pumps, pipe saws, line stop/bypass equipment, valve/hydrant tracker, jack and boring equipment, and other industry related equipment. Accurately read water meters, raises and/or changes meter and/or meter boxes, and performs minor repairs as needed. Mechanic I - Communicate with Supervisors, other employees, other departments, and the general public. Understanding and following quickly and accurately brief oral and written instructions on moderately complex matters. Reporting requirements of federal, state, and local regulatory agencies. Repairing, construction, operations, maintenance and manipulation of valves, broken water services, mainline connections, leaks, trouble calls, fire hydrants, installing and maintaining services and mainlines, and the repairs parts to accomplish said repairs. Some basic principles in reading and interpreting as-builts, diagrams, sketches, construction plans, and key maps of underground utilities systems. Learn the geographical work area. Some traffic control as required by the Florida Department of Transportation's (FDOT's) Maintenance of Traffic (MOT). Learn some principles of computers. Mechanic II- Operate, with a high degree of efficiency, a backhoe in digging and backfilling ditches for laying water mains and services in filling holes, and in repairing road shoulders and loading trucks. Operates other equipment including, but not limited to, trencher, compactors, testing equipment, pumps, pipe saw, jack and boring equipment, dump vehicles, various vehicles pulling trailers, etc. Performs repair work in the construction, operations, maintenance, and repair and manipulation of valves, broken water services, mainline connections, leaks, trouble calls, fire hydrants, installing and maintaining services and mainlines, and other problems encountered in a water distribution and metering system. Ability to assist with the repair or restoration of concrete curbing or sidewalk and asphalt street patches. Communicates directly with customers, other departments, employees, regulatory agencies, governmental agencies, and the general public orally or in writing, as needed. Understands and follows quickly and accurately brief oral and written instructions on moderately complex matters. Reads and interprets accurately as-builts, diagrams, sketches, construction plans, and key maps of underground utilities. Assist in training and mentoring other Water Distribution employees as required. Mechanic III - Communicate directly with customers, other departments, employees, regulatory agencies, governmental agencies, and the general public orally or in writing, as needed. Responds in emergencies and takes personal responsibility for proper remedial measures in situations involving unusual difficulty or danger. Assures employees work in a safe manner in compliance with FPUA's Safety Program. Ability to accurately read and interpret as-builts, blue prints, diagrams, sketches, construction plans, and key maps of underground utilities systems. Supervises and participates in the installation, renovation, change-out, testing and maintenance of all FPUA owned water meters and cross connection control devices, including residential and general service water meters and backflow preventers, construction, operations, maintenance and repair of valves, broken water services, mainline connections, leaks, trouble calls, fire hydrants, installing and maintaining services and mainlines, and other problems encountered in a water distribution and metering system. Set recording meters and data loggers in the field to check leaks and complaints of excessive usage. Investigate complaints of poor water pressure. Keeps certain time and material records and prepares accurate simple reports specific to the Water Distribution System and related appurtenances. Operate various equipment with a high degree of efficiency, including but not limited to trenchers, compactors, water meter and backflow device testing equipment, electronic data logger, pumps, pipe saws, line stop/bypass equipment, valve/hydrant tracker, GPS, laptop computers, jack and boring equipment and other industry-related equipment. Assists in training other Water Distribution employees as required. Perform mentoring duties as assigned to new employees. Assure compliance with Florida Department of Transportation's (FDOT's) Maintenance of Traffic (MOT) on job site. Assure compliance with Federal, State, and Local Cross Connection Control requirements.
