Manager, Financial and Performance Evaluator

Job Description and Duties

This is the managerial level in the series. Positions at this level manage a large staff, typically through subordinate supervisors. Incumbents, under general direction, plan, organize, coordinate, and direct multiple projects; and coordinate with departmental staff, various state, local, and federal agencies, department directors, and major policy stakeholders. Incumbents ensure the consistent application of appropriate auditing standards and internal policies and procedures.

Special Requirements

Finance currently has a hybrid telework model, which requires employees to work in the office a minimum of four days during the workweek with additional in office days required as needed and sometimes on short notice, for reasons such as hearings, site visits, or required in-person meetings or trainings.

In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.

Knowledge of:

• Accounting principles and practices, and auditing standards and procedures including general standards and criteria issued by the American Institute of Certified Public Accountants, the Government Accountability Office, the Institute of Internal Auditors, and other authoritative entities.
• Principles, practices, and emerging issues of auditing, evaluating, consulting, public administration, organization, and management.
• Fiscal structure and practices of federal, state, and local government, and nonprofit entities.
• Principles of effective verbal, written, and group communication.
• Techniques of organizing and motivating groups to promote staff morale and improve the working environment.
• Principles and practices of personnel and project management.
• A manager’s responsibility for promoting equal opportunity in hiring and employee development and promotion, and for maintaining a work environment that is free of discrimination and harassment.
• Microsoft Office Suite, including Word, Excel, Outlook, PowerPoint, and TeamMate audit management software.

Ability to:

• Plan, organize, monitor, and direct the work of multiple teams engaged in a variety of complex assignments.
• Evaluate fiscal, program, and policy proposals and provide recommendations to key stakeholders.
• Take initiative; work independently; work under pressure to meet deadlines, easily adapt to changing priorities, exercise sound judgment, and the capacity to make high-level decisions in a fast-paced and changing environment.
• Develop and foster cooperative working relationships with representatives of all levels of government, the public, clients, and auditees.
• Accurately review, edit, and defend work products; analyze, and present ideas and information through effective verbal and written communication.
• Actively manage and participate in administrative and professional development functions.
