Permits Technician

The Permits Technician provides support skills, judgment and knowledge relative to the design, permitting and construction of right-of-way, utility and development projects and related matters for the City. Work requires time and effort both in the field and the office. This position reports to the Development & Management Support Manager and under general supervision requires considerable independent judgment and initiative in the performance of assigned duties.

Examples of Duties

Coordinates, within the Department, the processing, review, and approval of applications for construction within the City owned rights-of-way and Utility Service Area.

Serves as initial point of contact for consultants, developers and property owners seeking utility connections and construction permits within the City Utility Service Area.

Provides administrative support and coordination, within the department, for utility and private development applications, plan reviews and project approvals.

Reviews and issues City right-of-way permits for private projects, ensuring adherence to City Code, policies and standards. Coordinates with and responds to applicants both verbally and in writing. Maintains accurate and detailed records of right-of-way permits, both City and other agency. Performs onsite inspections of City right-of-way permits and closes out City and other agency right-of-way permits.

Coordinates with the City Attorney, developers and contractors on pre-construction meetings, agreements, easements, bills of sale, utility acceptance and other documents for construction of water and sewer projects to be dedicated to the City.

Completes and submits various permit application packages to Federal, State and County agencies and responds to requests for additional information. Coordinates City's Utilities Department functions with other county and state agencies related to water and sewer permitting, construction, clearance and as-built drawings. Assists with designing and drawing (using AutoCAD) plans for utility service connections, minor utility extensions, repairs and maintenance-of-traffic plans within County and State rights-of-way with guidance from engineering staff.

Coordinates assembly and dissemination of appropriate drawings, maps and other pertinent data necessary for utility installation and file close-outs. Assists with creating maps using ArcGIS and exercising considerable judgement as to the information conveyed on such maps.

Maintains Utility (utility, right-of-way, site, etc.) as-built records data, documents, storage and retrieval.

Performs other related work as required.

Education and Experience

High school degree required. Additional education or training in one or more of the following preferred: construction, project management, GIS, AutoCAD, or engineering. A minimum of two years' experience in local government, utility construction, right-of-way construction, public works operations, permitting, development review, or engineering required. Excellent computer skills including proficiency using Microsoft Word, Excel, Outlook software programs software designed for tracking systems, databases, spreadsheets and similar applications. GIS and AutoCAD software experience strongly preferred. Experience handling hard-copy and electronic recordkeeping preferred. Driver's License requirement: Valid Florida Driver's License Classification E.

Physical Demands

The physical demands representative of those that must be met to successfully perform the essential functions of this job with or without reasonable accommodation. Although the position is clerical and semi-sedentary in nature it does require the employee to frequently stand and move; work outside in various conditions; arm, hand, and finger dexterity in order to perform constant typing and frequent filing duties; and be able to frequently lift or move items up to 30 pounds and occasionally lift or move items up to 50 pounds. The employee is regularly required to communicate and exchange information courteously, effectively, and promptly with the public, developers, contractors, and City staff.

The City offers 2 weeks of vacation and 2 weeks of sick leave, which accrues bi-weekly from your first day of work. In addition, the City provides 24 hours of time off for wellness and family, plus $300 per quarter in wellness or childcare reimbursements for non-probationary, full-time employees. Furthermore, the City pays out accrued leave at 100% for non-probationary employees who leave in good standing and provide a minimum of 2 weeks notice. While there are limits on the vacation leave paid, it is at a minimum of 480 hours and there is no limit on the sick leave paid out.
