Chief Medical Officer
Agape Community Health Center
The Chief Medical Officer (CMO) serves as Agape Community Health Center's senior clinical executive and physician leader. As a member of the Executive Leadership Team, the CMO advances the organization's mission through clinical excellence, quality improvement, population health strategies, regulatory compliance, provider engagement, and patient-centered care delivery.
The CMO will maintain an active patient panel and provide approximately seventy percent (70%) of work effort in direct clinical care. The remaining thirty percent (30%) will be dedicated to executive leadership, strategic planning, quality improvement, provider oversight, compliance management, population health initiatives, and organizational leadership responsibilities.
The CMO serves as the primary physician advisor to the CEO and Board of Directors on clinical quality, patient safety, provider workforce development, regulatory compliance, risk management, and healthcare trends affecting Federally Qualified Health Centers.
Essential Duties and Responsibilities
- Serve as a member of the Executive Leadership Team and provide physician leadership across the organization.
- Advise the CEO and Board of Directors on clinical strategy, healthcare trends, quality initiatives, regulatory matters, and population health priorities.
- Participate in strategic planning and organizational development activities.
- Collaborate with operational leadership to align clinical, financial, compliance, and organizational objectives.
- Support the development and expansion of clinical programs and services that respond to community health needs.
- Serve as a physician ambassador for Agape with community partners, payors, hospitals, governmental entities, and other stakeholders.
Clinical Leadership
- Maintain a clinical schedule consistent with a seventy percent (70%) direct patient care commitment.
- Maintain an active patient panel and provide high-quality, evidence-based outpatient primary care.
- Provide clinical oversight and leadership for physicians, nurse practitioners, physician assistants, and clinical support staff.
- Promote evidence-based medicine, patient-centered medical home principles, continuity of care, and timely access to services.
- Support implementation of clinical protocols, workflows, and standards of care.
- Serve as a practicing physician and clinical role model for providers and staff throughout the organization.
Quality Improvement and Patient Safety
- Serve as executive sponsor for Quality Assurance and Performance Improvement (QAPI) activities.
- Lead initiatives to improve clinical outcomes, patient experience, patient safety, access, and operational effectiveness.
- Monitor quality indicators, clinical outcomes, infection prevention standards, and patient safety metrics.
- Oversee peer review activities, corrective action processes, and clinical performance improvement plans when indicated.
- Chair or actively participate in clinical quality committees as assigned.
- Promote a culture of accountability, continuous improvement, and high reliability.
HRSA, Regulatory Compliance, and Risk Management
- Provide clinical leadership to support compliance with HRSA Health Center Program requirements and applicable federal, state, and local regulations.
- Support organizational readiness for HRSA Operational Site Visits (OSVs), audits, and external reviews.
- Provide clinical leadership for Uniform Data System (UDS) reporting, performance review, and improvement initiatives.
- Collaborate with leadership to support FTCA risk management requirements and related quality assurance activities.
- Review and support clinical policy development, medical staff governance, credentialing, privileging, and regulatory compliance workflows.
Population Health and Value-Based Care
- Lead population health strategies that address chronic disease management, preventive care, health disparities, and health equity.
- Use clinical data to identify care gaps and support targeted interventions.
- Support quality performance initiatives tied to UDS, payer measures, HEDIS, and value-based care arrangements.
- Promote evidence-based strategies that improve access, quality, patient outcomes, and cost-effectiveness.
- Collaborate with operations, finance, and care teams to align clinical performance with organizational sustainability.
Clinical Analytics and Performance Management
- Utilize clinical dashboards, performance reports, and population health data to guide decision-making.
- Monitor provider productivity, patient access, no-show trends, quality outcomes, patient satisfaction, and care gaps.
- Recommend interventions and improvement strategies based on performance trends and organizational priorities.
- Support development of clinical benchmarks and accountability measures.
Provider Workforce Management
- Lead physician and advanced practice provider recruitment, onboarding, mentoring, engagement, and retention efforts.
- Participate in provider credentialing, privileging, reappointment, OPPE, and FPPE processes.
- Conduct provider performance evaluations and support professional development plans.
- Address provider behavioral, communication, clinical practice, documentation, productivity, and performance concerns in partnership with the CEO and Human Resources.
- Develop succession planning strategies for clinical leadership positions.
Behavioral Health Integration
- Collaborate with behavioral health leadership to support integrated, team-based care delivery.
- Promote coordinated treatment planning and whole-person care approaches between primary care and behavioral health teams.
- Support initiatives that improve access to behavioral health services and patient outcomes.
Pharmacy and 340B Clinical Oversight
- Partner with pharmacy leadership to support the clinical objectives of the 340B Program.
- Promote appropriate prescribing practices, medication access, medication adherence, and medication management initiatives.
- Support pharmacy-related quality and compliance initiatives in collaboration with operational and compliance leadership.
Supervisory Responsibilities
The CMO provides leadership, oversight, and supervision to clinical providers and clinical leaders as assigned, including:
- Medical Directors or Lead Providers, if applicable
- Clinical Quality Leadership
- Other clinical personnel as assigned
Minimum Qualifications
Education
- Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) required.
Licensure and Certification
- Current unrestricted Florida medical license.
- Board Certification in Family Medicine, Internal Medicine, Pediatrics, or another applicable primary care specialty required or strongly preferred based on organizational need.
- Current BLS certification, ACLS preferred where applicable.
Experience
- Minimum five (5) years of progressively responsible clinical experience.
- Prior Medical Director, Chief Medical Officer, or comparable physician leadership experience preferred.
- Experience in a Federally Qualified Health Center (FQHC), community health center, public health setting, or integrated healthcare organization strongly preferred.
- Demonstrated experience leading quality improvement, provider performance, and patient safety initiatives.
Knowledge, Skills, and Abilities
- Strong knowledge of HRSA Health Center Program expectations, FQHC operations, and community health models.
- Working knowledge of UDS reporting, HEDIS measures, value-based care, population health, and clinical analytics.
- Ability to interpret and use clinical dashboards and performance reports to drive improvement.
- Strong leadership, communication, conflict resolution, and relationship-building skills.
- Ability to effectively lead interdisciplinary teams and promote provider accountability.
