Budget Analyst

Job Title
The job duties include:
• Serves as subject matter expert and independently performs a variety of work within three general budgetary areas: budget execution; review and analysis; and financial reconciliation.
• Performs analysis and evaluation of programmed versus actual budgetary execution for the attainment of program objectives.
• Monitors work activity and results, provides advice and assistance, and trains other budget analysts within the office.
• Ensures reoccurring and known requirements are submitted into the budget execution process and financial reconciliation.
• Analyzes budget estimates and supporting data in the General Fund Enterprise Business System (GFEBS) provided by assigned staff elements.
• Provides recommendations to ensure compliance with regulatory, legal limitations and restrictions within the resource programs.
• Develops budget estimates for mission support, maintenance, personnel travel, and civilian pay by researching, compiling, and summarizing data required during the formulation of the annual budget.
• Interprets program and dollar guidance received from higher headquarters, HQDA, DOD, DFAS and other national intelligence agencies.
• Performs liaison and coordination with representatives of various government agencies and elements within INSCOM.
• Provides advice and assistance to staff budget analysts and major subordinate command budget analysts on budget execution, reprogramming of funds and reconciliation of accounts.
