Talascend is currently seeking a Contracts Manager for a direct hire opportunity with our client in Rock Hill, South Carolina .


Overview


This role is responsible for managing regulatory compliance and contracts within a small business setting, supporting U.S. Government defense-industry operations. The Contracts Manager oversees the full lifecycle of government contracts, ensuring compliance with federal regulations and facilitating proposal, negotiation, and contract closeout activities.


Responsibilities

• Manage day-to-day administration of federal government contracts, subcontracts, purchase orders, and related agreements
• Review contracts, solicitations, statements of work, modifications, and other contractual documents for obligations, risks, and compliance requirements
• Maintain accurate and complete contract files, including correspondence, modifications, and closeout documentation
• Coordinate contract modifications, extensions, and other changes with internal stakeholders and government contracting personnel
• Support contract closeout activities and resolve outstanding obligations
• Analyze federal solicitations and identify contractual, regulatory, and business requirements
• Assist proposal teams with analysis of solicitation terms, representations, certification, and compliance requirements
• Participate in negotiations and support development of negotiation positions
• Identify contractual risks and communicate issues to leadership
• Interpret and apply FAR, DFARS, and agency-specific requirements
• Coordinate with finance, program management, security, engineering, procurement, and legal teams to ensure contractual obligations are met
• Review subcontractor terms for risks or inconsistencies with prime contract requirements
• Establish effective relationships with contracting officers, prime contractors, subcontractors, and external stakeholders
• Maintain organized records and reporting to provide management visibility into contractual status and risks
• Monitor changes to federal contracting requirements and assist with implementing obligations
• Maintain and administer the company's compliance policies and code of conduct
• Support compliance with export-control laws, ITAR, EAR, and other applicable regulations
• Help ensure proper handling, access, and protection of sensitive information
• Support internal and external audits, reviews, and government inquiries as needed

Qualifications

• International Post Graduate Diploma in compliance or similar
• International Association of Contract / Commercial Managers - Advanced Practitioner or similar
• Security clearance eligibility
• 10 years experience in compliance and contracts within the US defense industry
• Experience working with overseas defense industry suppliers and customers

Preferred Qualifications

• Experience in US commercial compliance activities with DCMA/DCAA, ATF, State Department import/export organizations, SAM.gov, PIEE/WAWF, cybersecurity compliance, and CUI
• Thorough understanding of FAR, DFARS, ITAR, and EAR regulations
• Knowledge of the Uniform Commercial Code
• Experience contracting with the government, DoD, primes, and supply chains
• Strong negotiating, contract drafting, and risk monitoring skills
• Ability to manage multiple projects by prioritizing effectively
• Excellent client liaison and proactive relationship-building skills
• Business acumen with a focus on legality and compliance
• Methodical, diligent, and analytical with strong planning abilities
