Program Lead Analyst (PLA)

Location: Fort Bragg, North Carolina – U.S. Army Reserve Headquarters
Position Type: Full-Time
Clearance: Active SECRET or ability to begin performance with an Interim SECRET
Schedule: Monday–Friday, generally 8:00 a.m.–4:30 p.m. Eastern

Position Summary

Cornerstone will seek an experienced Program Lead Analyst (PLA) to provide program leadership and management supporting the U.S. Army Reserve (USAR) Headquarters Analyst Support Services program. The PLA will serve as the senior contractor representative responsible for coordinating and overseeing performance across a geographically dispersed team supporting USAR Headquarters, Readiness Divisions, Mission Support Command, and Army Reserve facilities.

The successful candidate will bring demonstrated Department of Defense staff leadership experience and the ability to lead multidisciplinary analysts supporting Army Reserve G-3/5/7 Engineers, G-4, and Civilian Personnel Management Office (CPMO) missions. The PLA will provide day-to-day leadership, coordinate contractor activities, monitor performance and deliverables, maintain effective communication with Government stakeholders, and ensure the contractor workforce meets all contractual requirements.

Primary Responsibilities

• Lead and coordinate day-to-day contractor performance for the USAR Analyst Support Services program.
• Serve as the principal contractor management representative for daily program operations.
• Exercise authority on contractor matters associated with daily contract performance.
• Lead and coordinate a geographically dispersed workforce supporting multiple USAR organizations and duty locations.
• Plan, organize, direct, and monitor contractor activities across multiple functional areas.
• Maintain effective communication with the Contracting Officer's Representative (COR), Government program stakeholders, contractor management, and geographically dispersed team members.
• Monitor staffing, workload, performance, schedules, deliverables, and emerging Government requirements.
• Coordinate activities across analytical functions supporting facilities, real property, strategic planning, non-tactical vehicle fleet management, civilian personnel management, and related Army Reserve mission requirements.
• Ensure contractor personnel maintain required qualifications, clearances, training, certifications, and installation/network access.
• Identify staffing or performance risks and coordinate timely corrective actions.
• Support workforce continuity, employee replacement, cross-training, and transition activities to prevent degradation of Government support.
• Assist with implementation and maintenance of quality-control processes and continuous process improvement.
• Coordinate responses to Government questions, action items, performance issues, and emerging mission requirements.
• Support preparation and review of reports, briefings, status updates, analytical products, and other program deliverables.
• Ensure contractor activities remain compliant with applicable DoD and Army policies, security requirements, standards of conduct, and contractual requirements.
• Serve as the senior contractor point of coordination during normal duty hours and support continuity of operations across the program.

Required Qualifications

• Minimum seven (7) years of management or supervisory experience .
• At least four (4) years of experience in Department of Defense Staff Leadership .
• Demonstrated ability to lead multidisciplinary personnel in a complex DoD or Army staff environment.
• Experience coordinating work across multiple organizations, functional areas, and geographically dispersed locations.
• Strong understanding of military staff processes, organizational structures, task management, and senior-level coordination.
• Demonstrated ability to organize competing requirements, establish priorities, track actions, and meet deadlines.
• Excellent written and verbal communication skills with the ability to communicate effectively with Government leaders, technical personnel, analysts, and contractor management.
• Ability to independently identify performance risks and coordinate corrective action.
• Proficiency with standard Microsoft Office applications and collaborative Government work environments.
• U.S. citizenship.
• SECRET security clearance or Interim SECRET acceptable for the start of full performance, subject to Government requirements.

Preferred Qualifications

• Previous experience supporting U.S. Army Reserve, Headquarters Department of the Army, Army major command, or comparable DoD headquarters.
• Experience supporting Army G-3/5/7, G-4, engineering, facilities, force management, resource management, civilian personnel, or related headquarters functions.
• Experience managing a geographically dispersed DoD contractor workforce.
• Familiarity with Army task-management, staffing, briefing, reporting, and decision-support processes.
• Experience with quality control, performance management, staffing continuity, and Government contract transition.

The Program Lead Analyst will be a Key Personnel position and will play a central role in maintaining consistent, responsive, and high-quality analytical support to the U.S. Army Reserve.
