Distinguishing Characteristics:Under general supervision and administrative direction, has the primary responsibility to provide emergency and non-emergency response to individuals and entities that request or require support services on properties of the Tucson Airport Authority (TAA) at Tucson International Airport (TUS) and Ryan Airfield (RYN); ensure all federal regulations pertinent to safety, security and emergency management are followed; ensure that the laws of the State of Arizona and of the United States are enforced as they pertain to the jurisdiction of the TAA; understand and adhere to department and TAA policies.Essential Functions:The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA.Support and advocate for TAA's Mission, Vision, Guiding Principles and act as a champion and role-model of TAA's Cultural Fundamentals.Ensure compliance with all Federal, State, and local laws, rules and regulations, and TAA policies and procedures in the performance of TAA's Police activities.Protect life and property and provide public safety within departmental policies and guidelines.Perform law enforcement patrol activities and enforce laws; maintain public order; maintain high visibility to deter and prevent crime, observe criminal behavior, and employ crime prevention techniques; operate patrol vehicles; pursue offenders by patrol vehicle and on foot; conduct investigations; issue summonses/citations and warnings; stop and/or arrest resisting offenders using appropriate force, up to and including deadly force; search persons, places and things for discovery of evidence or weapons; seize and impound property and evidence; transport persons and property.Perform law enforcement tasks mandated by Transportation Security Administration (TSA) regulations Part 1542 and Federal Aviation Administration (FAA) regulations FAR Part 139.Manage emergency and non-emergency contacts, including radio and telephone communications, including TAA departments, Federal Aviation Administration (FAA) Air Traffic Control Tower (ATCT), Transportation Security Administration (TSA); and local agencies and other airport operators.Communicate effectively, in person and/or by radio or telephone.Mediate disputes in civil or criminal matters, using sound judgment.Perform crowd and riot control activities, including evacuation.Protect crime and traffic accident scenes; conduct law enforcement investigations; conduct interviews, record information; measure and diagram crime and traffic accident scenes; dictate detailed reports of investigative findings, complete all appropriate paperwork; seize and process evidence; present testimony and evidence in both civil and criminal court proceedings.Perform public assistance activities to include first aid to sick and injured persons; assist motorists; direct traffic; assist and refer persons in need; physically move persons, vehicles and other property from unsafe locations.Be responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize Incident Management System (ICS)/National Incident Management System (NIMS) protocols and procedures; coordinate and/or participate in after-action emergency de-briefing with appropriate departments and stakeholders.The above listed functions are not necessarily all the essential functions. Job duties and functions may be expanded or reduced by management based on future changing needs and job requirements.Position Requirements:A minimum high school diploma or equivalent; and, United States Citizenship; Arizona Police Officer Standards and Training (P.O.S.T.) Board certified.Required Knowledge. Skills. and Abilities:Knowledge of:Federal Aviation Administration (FAA) FAR Part 139, Transportation Security Administration (TSA) Part 1542, Arizona Department of Transportation (ADOT) standards, National Incident Management Systems (NIMS)/lncident Command Structure (ICS), and all other pertinent Local, State, and Federal codes, regulations and standards is helpful.Changes in Federal, State and Local laws likely to affect the TAA in the areas of airport security, operations and safety.TAA jurisdiction and Mutual Aid, TAA airport geography, jurisdiction and TAA departments.Skill in:Excellent organizational, oral, written communications and proofreading, critical thinking and multi-tasking skills.Taking initiative and being a self-starter.Ability to:EnvironmentalWork in a high-noise environment and extreme weather.Mental RequirementsEffectively manage emergency events and situations consistent with federal regulations, NIMS/ICS, and best practices.Use critical thinking principles, methods, and techniques to identify and resolve practical and complex problems with versatility, judgment, and perception. Adapt principles, methods and techniques of related professional disciplines.Perform tasks with a high degree of accuracy, attention to detail, with mature judgment; function in compelling, high stress, fast moving work surroundings, with deadlines and multiple projects.Remain focused and effective in situations involving extreme stress.Physical RequirementsMaintain and operate proficiently, a variety of public safety tools to include lethal and non-lethal weapons, vehicles, police specialty systems and equipment. Wear appropriate respirators when applicable; pass an annual respirator fit test. Effectively communicate, orally and in written form, and make effective public presentations.Distinguish the colors red, green, and yellow in airfield marking, lighting, and emergency light gun signals.Communicate via telephone, radio, cellular telephone, with sufficient clarity to be understood by others and to hear radio and telephone transmissions in a high noise environment.Hear and understand through both ears, sounds coming through a radio, a standard telephone receiver, or other outside sound sources.Read, write, and speak the English language in an articulate, fluent manner speak Spanish or another second language is helpful but not required.GeneralWork assigned shifts, including day/evening/weekends/holidays, subject to overtime and on-call, as required.Operate a computer, and any other computer software appropriate for assigned position.Establish and maintain effective and positive working relationships with department personnel, other TAA personnel, and outside agencies.Initiate and organize responsibilities without observant supervision; and, take independent action relative to emergency operations and work problems requiring immediate solutions.Be sensitive and aware of actions and reactions of employees and tenants, Board and Authority members, and the general public and inform supervisor of appropriate concerns.Understand that dissemination of information outside of job requirements is based on "need-to-know"; maintain discreet and professional sense of confidentiality due to sensitive nature of job functions.Understand own strengths and weaknesses; seek input from supervisor about how to improve.Engage in self-improvement activities and training.Licenses: Certificates; Special Requirements:Valid Arizona Driver's license.Meet and maintain the ability to drive airport vehicles and obtain authorization to access the Non-Movement Area and Movement Area on the Air Operations Area. Must obtain and maintain access to the Security Identification Display Area (SIDA).Must successfully complete the National Incident Management System (NIMS) 100, 200, 700, 800, course requirements and certification within the first year of assuming the position.Maintain Arizona Peace Officer Standards and Training (P.O.S.T.)
