Action Policy development is only the beginning of BPC’s work. Our advocacy affiliate, BPC Action, advances legislation by providing political and technical assistance, identifying and supporting legislative champions, and leveraging key relationships to support members of Congress working together to enact solutions and produce results for Americans. Results In 2025, BPC and BPC Action mobilized to introduce over 120 bills in the House and Senate and helped advance over 40 bills beyond committee. We met with over half of all congressional offices, expanding our reach to both parties. BPC’s J. Ronald Terwilliger Center for Housing Policy is seeking a Director to help lead its policy work at a pivotal moment for federal housing policy. With the recent enactment of the 21st Century ROAD to Housing Act, the Center will be supporting its implementation, building out a new policy agenda, and expanding projects spanning housing supply, homelessness, housing finance, and more. The ideal candidate will combine deep housing policy expertise with the relationships and political acumen needed to drive bipartisan progress with Congress and the administration, as well as BPC’s state and local partners. This position reports to the Managing Director of Housing and Infrastructure. Responsibilities: Provide leadership and strategic direction for the Terwilliger Center’s efforts to monitor implementation of the 21st Century ROAD to Housing Act and develop a future legislative agenda Manage key workstreams, which may include the Center’s efforts on reforming the homelessness response system, expanding and improving federal rental assistance, and supporting state and local housing reforms Represent BPC at external meetings, events, and in the media Supervise and mentor Center staff, reviewing work products and fostering their professional growth Assist with the planning and execution of Center programming, including in-person, public events and webinars Collaborate across BPC policy teams, including the Economic Policy and Health programs, particularly on cross-cutting issues such as aging in America, tax policy, and healthy housing Develop and manage major institutional partnerships in collaboration with BPC’s development team, including supporting fundraising efforts and managing grant-funded projects and reporting Required Skills and Qualifications: Bachelor’s degree in public policy, urban planning, economics, public administration, or a related field 7-10+ years of relevant professional experience in housing policy, community development, government, advocacy, a think tank, or similar setting Demonstrated knowledge of housing programs and policy—e.g., HUD and USDA programs, the Low-Income Housing Tax Credit, and state/local land use and zoning Excellent written and verbal communication skills, including experience producing policy briefs, reports, or testimony for both policymakers and the public Experience managing staff and overseeing multiple concurrent projects Experience building and maintaining relationships with congressional staff, administration officials, and external stakeholders across the political spectrum Strong commitment to bipartisan, evidence-informed policymaking Experience representing an organization publicly, including media engagement and public speaking Preferred Skills and Qualifications: Advanced degree in public policy, public administration, law, or a related field Experience on or working closely with Capitol Hill, in a relevant federal agency like HUD or Treasury, or with state or local government Experience with fundraising, grant management, or donor relations Familiarity with homelessness policy and response systems Experience managing partnerships with state or local officials on housing policy BPC offers a highly competitive salary and provides generous benefits. Work Schedule: The work/life balance of employees is a priority for the Bipartisan Policy Center. As a result, BPC is currently operating on a hybrid schedule. Employees at BPC are currently coming into the office three times a week. Exact time and schedules will be determined between an employee and their manager. BPC offers comprehensive health insurance benefits with a choice of open access HMO, POS, or PPO plan. HMO and POS individual plans have a monthly premium cost share of 10%. Dependent and Family HMO and POS plans are offered with a monthly cost share equal to 20% of the difference between the plan premium and the individual HMO monthly premium. PPO plans are offered with a 20% premium cost-share for all plans.
