Role Description The Construction Manager is a full-time, on‑site role based in the Portland, Oregon Metropolitan Area, responsible for overseeing construction projects within BPA’s transmission and power infrastructure portfolio. This role coordinates and manages day‑to‑day construction activities, including scheduling, resource allocation, and site supervision to ensure projects are completed safely, on time, and within budget. The Construction Manager collaborates with engineering, project management, contractors, and internal stakeholders to interpret plans and specifications, resolve field issues, and maintain construction quality and compliance with BPA standards and regulatory requirements. Daily tasks include monitoring construction progress, enforcing safety protocols, reviewing project documentation and change orders, and preparing status reports and updates for leadership. The role also involves mentoring team members, supporting continuous improvement in construction practices, and fostering a culture of safety, accountability, and collaboration. Qualifications Demonstrated supervisory skills, including leading field teams, coordinating contractors, and managing day‑to‑day construction operations. Experience with budgeting and project control, including cost estimation, financial tracking, scheduling, and reporting on project performance. Proficiency in construction safety practices, including hazard identification, compliance with OSHA and relevant regulations, and promotion of a strong safety culture. Solid background in construction methods and practices related to civil, structural, or utility infrastructure projects, preferably in the power or transmission sector. Strong communication and stakeholder management skills, with the ability to collaborate across engineering, operations, and external partners. Bachelor’s degree in construction management, engineering, or a related field, or equivalent combination of education and relevant experience. Experience with federal or public sector projects and familiarity with applicable standards and regulations is beneficial.
