Human Resources Specialist

TITLE: HUMAN RESOURCES SPECIALIST

QUALIFICATIONS:

  1. Any combination equivalent to a bachelor's degree in human resources, business administration or related field.
  2. Three years professional-level experience in a personnel office.
  1. Has demonstrated competence in compliance requirements related to employment laws, statutes, regulation, and policies.
  2. Ability to perform complex assignments independently with little direction.
  3. Communicate effectively both orally and in writing using correct English, grammar, spelling, punctuation, and vocabulary.
  4. Ability to interact with staff and community using tact, patience, and courtesy.
REPORTS TO: HUMAN RESOURCES DIRECTOR

JOB GOAL:


Oversee the implementation and maintenance of employee benefits programs; monitors practices and procedures to assure compliance with federal, state, and local law as well as Board policy.

Assist in the planning, coordination and implementation of recruitment, processing of applications, interviewing, hiring, assignment, processing of leaves and transfer of permanent and part-time and temporary employees of the District; coordinate the personnel component of the automated data management system.

RESPONSIBILITES:
  1. Perform a wide variety of responsible human resource coordination and clerical tasks related to recruitment, orientation, benefits, and FMLA compliance.
  2. Research, review, check, correct, and compile a variety of information; verify data for accuracy, completeness, and compliance with established procedures; input and retrieve computerized data in computer systems as required.
  3. Prepare and maintain a variety of records, logs, and files including information of a confidential nature; maintain confidentiality of information and records.
  4. Facilitate the distribution of employee benefits information and assist employees and applicants with processing enrollments and forms for various benefits.
  5. Provide information and assistance in person and on the telephone to District personnel, staff, and the public regarding personnel matters such as position vacancies, fringe benefits, and human resource regulations, policies, and procedures.
  6. Distribute, receive, record, and maintain files on job applications, transcripts, fingerprints, examinations, credentials, and other information; review for completeness and compliance; schedule necessary interviews and appointments.
  7. Apply rules by learning regulations involved in assigned activities, and applicable sections of State Education Code and other applicable areas.
  8. Orient new employees and provide necessary information; assist in the enrollment in fringe benefits programs and in the completion of necessary documentation; process salary placement forms making changes as required.
  9. Prepare, type, update, maintain, and process a variety of forms, reports, bulletins, records, schedules, lists, and files according to established policies, procedures, regulations; verify and post information as necessary to assure completeness and accuracy.
  10. Administer personnel procedures in accordance with employee agreements including regular and special secondary certified teacher transfers, assignments and returns from leave.
  11. Communicate with division and department heads and employees regarding personnel matters including salaries, employee benefits, certification, retirement, complaints, and the completion of forms personnel.
  12. Monitor certification and expiration dates to ensure that staff have valid licenses; advise staff regarding certification and recommend appropriate action when licenses expire.
  13. Coordinate and assist with district policies and procedures, monthly and yearly.
  14. Provide statistical information on regular and special certified teachers and submit data for Board and personnel meetings.
  15. Coordinate the planning and implementation activities of the personnel services component of the automated data management system.
  16. Ensure alignment with personnel practices, policies, and compliance requirements. This includes collaborating with district leadership to evaluate AI tools that impact recruitment, hiring, onboarding, and workforce management.
  17. Responsible for responding to open records requests in accordance with state law and district policy, ensuring timely and accurate access to public information regarding personnel. This includes reviewing personnel records, redacting confidential or legally protected information, and coordinating with legal counsel when necessary.
  18. Perform related duties as assigned.

  • Kentucky credential requirements.
  • Methods of statistical analysis.
  • Principles and techniques of recruitment and selection of personnel.
  • Duties performed in various occupational fields.
  • Operation of a computer terminal and data entry techniques.
  • Interpersonal skills using tact, patience, and courtesy.
ABILITY TO:
  • Interpret, apply, and explain District policies, procedures, rules, and regulations regarding classified and certified personnel.
  • Perform complex assignments independently.
  • Perform a variety of specialized and technical duties concerning the employment of classified and certificated personnel.
  • Communicate effectively both orally and in writing.
  • Plan and organize work.
  • Meet schedules and timelines.
  • Operate the personnel services component of the automated data management system.
  • Analyze situations accurately and adopt an effective course of action.
  • Establish and maintain cooperative and effective working relationships with others.
TERMS OF EMPLOYMENT:
  • Salary - Classified Professional Schedule "A", 1.15 Index
  • 8 Hours per day - 240 days - Board Approved 4/20/2026
