Position overview

Zenius Corporation is seeking a hands-on Project Manager / Engagement Lead to direct a 20-week grants management assessment for ANTHC, a statewide Tribal health organization serving Alaska Native and American Indian people. The selected leader will manage the engagement and personally conduct interviews, facilitate workshops, analyze organizational challenges, validate findings, and develop practical recommendations. This is a working-level leadership role, not an executive oversight assignment.

NON-NEGOTIABLE QUALIFICATION The engagement lead must have at least 7 years of relevant experience. The resume must demonstrate this threshold through dated roles and engagements; a summary claim alone is insufficient.

Key Responsibilities

• Serve as the accountable engagement lead and primary day-to-day interface with Zenius and ANTHC stakeholders.

• Develop and maintain the Project Management Plan, including the integrated schedule, work plan, stakeholder engagement and communication plan, document request list, resource plan, meeting cadence, status reporting, escalation process, and risk and issue management approach.

• Plan and facilitate interviews, working sessions, validation meetings, and executive presentations across Grants Planning, Grants Management, Grants Accounting, Finance, Procurement and Contracting, Legal, Compliance, Risk Management, Internal Audit, Information Technology, Human Resources, Payroll, Accounts Payable, and program departments.

• Lead current-state assessment activities spanning the end-to-end grants lifecycle, organizational structure and governance, business processes, systems and technology, policies and procedures, internal controls, staffing, and cross-functional handoffs.

• Ensure current-state process maps and narratives accurately distinguish documented, undocumented, and informal practices and identify accountable owners without creating an accusatory tone.

• Direct development and quality review of the Current State Assessment Report, Gap Analysis, Risk Register, current-state RACI matrix, Document Inventory, and Risk and Control Matrix.

• Apply working knowledge of 2 CFR Part 200 and other applicable federal grant requirements to guide compliance analysis and challenge unsupported conclusions.

• Coordinate closely with the Grants Management SME and supporting analysts to maintain consistency across findings, evidence, severity ratings, controls, and recommendations.

• Validate draft findings with stakeholders, manage comments and open issues, and deliver concise, evidence-based final recommendations and knowledge transfer materials.

• Control scope, schedule, level of effort, travel, and delivery quality within a Time and Materials contract and Not-to-Exceed ceiling.

• Track contractual performance measures, including on-time deliverables, completion of planned stakeholder sessions, assessment completeness, and knowledge transfer completion.

• Represent the delivery team during a potential client interview and facilitated case-study workshop before award.

Required Qualifications

• Experience threshold: At least 7 years of relevant consulting experience leading grants management assessments, organizational assessments, governance reviews, compliance or internal controls reviews, financial management assessments, or business process improvement engagements.

• Assessment leadership: Demonstrated responsibility for written diagnostic deliverables such as process maps and narratives, gap analyses, risk registers, RACI matrices, and risk and control matrices.

• Grants knowledge: Working command of 2 CFR Part 200 and the federal grants environment sufficient to direct compliance analysis and evaluate findings.

• Stakeholder leadership: Experience leading stakeholder-intensive work involving finance, procurement, legal, compliance, internal audit, information technology, human resources, and operational or program teams.

• Facilitation: Proven ability to lead live workshops, draw out sensitive operational information, address resistance constructively, and guide groups toward validated findings.

• Project controls: Ability to establish and manage schedules, work plans, decision logs, risks and issues, dependencies, resources, status reporting, quality reviews, and escalation paths.

• Executive communication: Strong writing, presentation, and briefing skills, with the ability to translate detailed assessment evidence into clear decisions and priorities.

• Availability and travel: Available for the anticipated engagement period and willing to travel to Anchorage multiple times for fieldwork, interviews, workshops, and presentations.

Strongly Preferred

• Experience supporting Tribal organizations, Tribal health organizations, Alaska Native organizations, or Indigenous-serving entities, including awareness of sovereignty considerations and the federal statutory and discretionary funding environment.

• Experience with healthcare, public health, human services, engineering, infrastructure, environmental, or other complex mission-driven organizations.

• Project Management Professional (PMP) certification or a comparable project/engagement management credential.

• Experience managing multi-source funding assessments that include federal grants, cooperative agreements, formula funding, discretionary funding, contracts, subawards, state funding, Tribal funding, or foundation funding.

• Experience with organizational operating models, segregation of duties, workload and capacity analysis, and grants systems or enterprise resource planning environments.

Milestones this role will own

• Week 2 - Initiation and planning: Approved Project Management Plan, schedule, stakeholder plan, communication plan, document request list, and meeting cadence.

• Week 7 - Policy/process assessment: Substantially complete lifecycle documentation, draft RACI matrix, and document inventory, with at least 95% of planned interviews, workshops, and document reviews completed.

• Week 12 - Functional assessment: Organizational, governance, systems, technology, policy, procedure, and internal controls assessments completed with stakeholder validation.

• Week 17 - Draft analysis: Draft Current State Assessment Report, Gap Analysis, Risk Register, benchmark assessment, and supporting artifacts.

• Week 20 - Final delivery: Final accepted report and inventories, executive presentation, Grants Management team working sessions, and knowledge transfer.

Work arrangement and engagement conditions

• Work is primarily remote and managed from the consultant's place of business. Alaska residency is not required.

• Travel to the Anchorage area is required for fieldwork, interviews, working sessions, and presentations. Travel dates will be coordinated with the client and require approval.

• The role is contingent on contract award and final client approval of proposed key personnel.

• The selected candidate must protect confidential client information and comply with applicable client site access, security, background, health/safety, and computer access requirements.

• The candidate should be prepared to participate as a working team member in the client's optional interview and facilitated workshop, anticipated on or about September 23, 2026.
