Specific Responsibilities:
This is an Engineering Specialist III position in the Air Pollution Control and Solid Waste Management Programs. Work is performed under the supervision of the Engineering Specialist Supervisor III-SES. Responsible for processing permit application and compliance monitoring of federal Air program, state and local pollution control regulations for both air pollution and solid waste facilities. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, F.A.C."
This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security, Policy, Protocols and Procedures. This position has access to Health Management System (HMS) for Daily Activity Report (DAR). May enters and updates information in Environmental Health (EH) Database including inspections, permits, and customer and billing information. May view, update, and release information as needed.
Performs comprehensive field inspection of stationary sources to ensure compliance with the permit conditions and the standard operating agreement (SOA) with the Florida Department of the Environmental Protection (FDEP). Inspection includes detailed engineering evaluation of all emission units, air pollution control devices and their control parameters, continuous emission monitoring systems and their calibration, and required record keeping. Specific sources assigned to this position are major stationary sources covered by Title V of the Clean Air Act. Witnesses source testing of criteria and hazardous air pollutants to ensure compliance testing is done in accordance with the established protocol.
Processes permit applications and prepares permits for air pollution stationary sources in accordance with the applicable regulations and established policies with the SOA and FDEP. Determines testing, monitoring and reporting requirements and incorporates them into permit conditions. Input permit data into the FDEP databases.
Prepares detailed reports of source inspection; reviews stack test and other compliance reports and enters or uploads such reports to FDEP database. Prepares case referrals when facilities are not in compliance with the permit conditions and the Department's rules and regulations; Assists in enforcement. Reviews periodic facility compliance reports including but not limited to stack/RATA/VE compliance tests, quarterly/semiannual/annual compliance reports, annual statements of compliance, and annual operating reports, and enters these reports into the FDEP databases.
Conducts compliance monitoring of solid waste facilities in accordance with the Solid Waste Program Specific Operating Agreement with the FDEP. Performs field inspections to ensure compliance with permit conditions and regulations. Prepares detailed inspection reports, case referrals in cases of non-compliance and enters required information into FDEP's solid waste databases. Processes and prepares permit applications for solid waste facilities in accordance with applicable regulations and established policies. Reviews and enters into appropriate databases periodic compliance reports submitted by regulated facilities including but not limited to groundwater monitoring reports, operating reports, and financial assurance cost estimates.
Investigates air pollution and solid waste complaints in accordance with established policies and procedures. Ensures all complaints are resolved or referred as per the Department procedures.
Attends workshops and training sessions. Attends meetings with other agencies, business entities and public as required. Participates in the standard activities; Outreach, Suggestions, and/or Teamwork.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Knowledge of the concepts, terminology, principles and analytical techniques of an engineering specialty area Knowledge of County, State, Federal environmental rules and regulations.
- Knowledge of engineering design, construction, production and/or operations.
- Ability to analyze and interpret engineering data.
- Ability to solve problems relating to engineering.
- Ability to perform engineering inspections.
- Ability to apply engineering quantitative techniques.

Qualifications:
Licensure/registration/certification requirements:
- A Bachelor's degree from an accredited college or university with a major in an area of engineering; or
- A Master's degree from an accredited college or university in an area of engineering; or
- College education from an accredited institution can substitute at the rate of 30 semester; or
- 45 quarter hours per year for up to three of the required seven years of technical level experience, provided such education includes four courses in drafting, mathematics, electronics, the physical or natural sciences, or
- an area of engineering. Per F.S. 403 and Standards Certification which includes minimum standards of education, training or experience per Chapter 381 F.S.

- Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
- Valid Driver's License.
- Hardhat and steel toe safety boots are required for this position.
