Associate Vice President for Operations and Auxiliary Services

The Associate Vice President (AVP) for Operations and Auxiliary Services partners with the Vice President of Operations and Planning to provide strategic leadership, direction, and administrative oversight for a broad portfolio of operational and auxiliary functions that support the College of Southern Maryland's mission, strategic priorities, and long-term institutional success. The AVP serves as a key member of the division's leadership team, partnering with college leadership, government agencies, educational institutions, community organizations, and external service providers to advance operational excellence and institutional effectiveness. The AVP supports the Vice President with leadership, planning, administration, and continuous improvement of auxiliary services, including food services, bookstore operations, mail and printing services, capital planning and construction, contract and lease administration, and other assigned operational functions. The position ensures the effective stewardship of college resources through sound fiscal management, regulatory compliance, risk mitigation, and the development and implementation of division-wide policies, procedures, and operational standards. The Associate Vice President fosters a culture of care, innovation, accountability, collaboration, and exceptional customer service while driving process improvement initiatives that enhance efficiency, sustainability, and the overall campus experience for students, employees, and visitors across all college locations. Acts on behalf of the Vice President, as assigned, by representing the Division of Operations and Planning on institutional committees, leading cross-functional initiatives, making operational decisions, and ensuring continuity of leadership during the Vice President's absence. Reports to: Vice President, Division of Operations and Planning The hiring salary for this position will be from the min to mid-point of the salary range advertised. This position is open until filled.
ESSENTIAL JOB FUNCTIONS
25% - Capital Planning and Construction Assists the Vice President in providing leadership for the planning, development, and implementation of the college's capital improvement program and facilities master planning initiatives. Supports construction, renovation, and infrastructure projects from concept development through project completion. Supports the college in the development of environmental sustainability plans and practices and ensuring compliance with Maryland Building Energy Performance Standards (BEPS). Collaborates with architects, engineers, contractors, state and local agencies, and internal stakeholders to ensure projects are completed on time and within budget. Assists in developing capital budget requests and supporting documentation for local and state funding agencies. Monitors project performance, compliance, and reporting requirements. Partners with the Vice President and college stakeholders on long-range campus planning and space utilization strategies. 25% - Auxiliary Services Leadership Supports the Vice President in providing strategic oversight of auxiliary enterprises – including foodservices, bookstore and others – that enhance the student and employee experience. Develops and implements service delivery models that improve operational efficiency, customer satisfaction, and financial sustainability. Evaluates existing auxiliary operations and identify opportunities for enhancement, innovation, and revenue generation. Establishes performance measures, service standards, and accountability metrics to assess operational effectiveness and drive continuous improvement. 20% - Leadership and Administration Serves as a strategic partner to the Vice President in providing executive leadership, direction, and administration for the Division of Operations and Planning. Provides leadership, supervision, and performance management for assigned operational departments, fostering collaboration, accountability, and operational excellence. Assists the Vice President in establishing divisional goals, performance measures, and operational priorities aligned with the College's strategic plan and institutional objectives. Champions a culture of innovation, continuous improvement, exceptional customer service, and cross-functional collaboration throughout the division. Develops and presents reports, analyses, recommendations, and presentations for executive leadership, the President, and the Board of Trustees to support informed decision-making. Contributes to institutional strategic planning, accreditation, and other College-wide initiatives that advance organizational effectiveness and student success. 10% - Mail and Printing Services Provides strategic oversight for the College's mail and printing services, ensuring efficient, cost-effective, and customer-focused operations. Develops service standards, performance measures, and operational expectations that support institutional needs and service excellence. Evaluates emerging technologies, equipment, and business processes to improve operational efficiency, service quality, and resource stewardship. 10% - Contract and Lease Management Assists the Vice President in overseeing the administration and monitoring of institutional contracts, leases, licenses, and service agreements. Ensures compliance with federal, state, local, and Board of Trustees policies, regulations, and procurement requirements. Supports the Vice President with contract and lease negotiations, renewals, and amendments in collaboration with legal counsel and stakeholders. Maintains systems for contract tracking, compliance monitoring, and risk management. Develops policies and procedures to ensure consistent management practices across the institution. Establishes contract management practices, compliance monitoring, and risk mitigation strategies that promote institutional accountability and effective resource management. 5% - Standard Operating Procedures and Process Improvement Supports the Vice President in the development, implementation, and maintenance of division-wide policies and standard operating procedures (SOPs). Promotes operational consistency, accountability, and continuous improvement across departments. Champions a culture of continuous improvement by evaluating business processes, identifying operational efficiencies, and implementing best practices. Ensures procedures align with institutional policies and regulatory requirements. 5% - Government and Community Relations Partners with the Vice President in advancing the college's legislative, capital, and operational priorities. Cultivates and maintain productive partnerships with county governments, local school systems and educational organizations. Upon request of the Vice President, represents the college at meetings, committees, public forums, and regional planning initiatives. Supports advocacy efforts related to capital funding, facilities development, workforce initiatives, and community partnerships. Monitors legislative, regulatory, and public policy developments that may impact college operations and recommends appropriate institutional responses to the Vice President. Additional Duties: Performs other related duties as assigned. Required Education and Experience: Master's degree from an accredited institution in Business Administration, Public Administration, Facilities Management, Construction Management, or a related field. Minimum of eight (8) years of progressively responsible leadership experience in operations, facilities, administration, capital planning, project management, or related areas. Experience managing complex budgets, contracts, and operational programs. Experience working with government agencies, public-sector organizations, or educational institutions. Demonstrated experience leading complex operational initiatives, organizational change, and cross-functional projects that support institutional or organizational priorities. Experience developing and managing operating and capital budgets, contracts, procurement activities, and large-scale operational programs. Demonstrated success leading multidisciplinary teams and organizational initiatives. Demonstrated ability to build collaborative relationships with executive leadership, governing boards, government agencies, community partners, and external vendors Knowledge of project management principles, contract administration, public procurement practices, and applicable federal, state, and local regulations. Excellent leadership, communication, analytical, negotiation, and consensus-building skills, with the ability to influence decision-making and lead organizational change. Preferred Education and Experience: Experience in a community college or higher education environment. Experience with capital project development and management funded through state and local governmental sources. Experience managing auxiliary enterprises. Experience presenting to executive leadership, governing boards, or public agencies. Licenses, Certifications, or Additional Requirements: Professional certifications such as the following are preferred: Project Management Professional (PMP) Certified Facility Manager (CFM) Certified Public Manager (CPM) Certified Educational Facilities Professional (CEFP) LEED Accreditation Special Requirements This position requires financial disclosure.
