Supervisory Program Analyst

Summary

This position is located in the Office of the Assistant Secretary for Policy (OASP), which provides advice and assistance to the Secretary, Deputy Secretary, and Department on matters of policy development, evaluation, regulations, and legislation that will improve the lives of workers, retirees, and their families.

Duties

Help

The primary duties and responsibilities as the Supervisory Program Analyst include but are not limited to:

-Supervise program analysts and economists, and evaluate the work and contributions of individual staff members and carries out normal personnel management responsibilities such as EEO, selection, discipline, employee development, and performance management.

-Review the regulatory and economic impact analyses to assess compliance with E.O. 12866 and other relevant Executive Orders, laws and directives.

-Analyze quantitative and qualitative data related to assigned areas to determine the potential impact of regulatory and legislative proposals.

-Develop complex program and regulatory analyses for the creation, modification, and evaluation of DOL agency regulations, and program activities and prepares documents that contain recommendations for substantive changes to agency regulatory proposals.

-Draft, oversee, and edit detailed written reports, regulatory guidance documents, economic analyses, and option papers for oral and written presentation to the Assistant Secretary, Deputy Assistant Secretaries, Director, and other senior-level officials.

-Plan and execute short and long term regulatory and economic analyses that relate primarily to proposed or current regulations and initiatives.

PLEASE LIST DATES IN MM/DD/YYYY FORMAT. THIS IS IMPERATIVE IN DETERMINING IF WHETHER YOU HAVE AT LEAST ONE YEAR OF CREDITABLE SPECIALIZED EXPERIENCE. DATES WILL NOT BE ASSUMED.

For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for Supervisory Program Analyst includes:

-Reviewing, analyzing and/or implementing project plans and program proposals. AND

-Coordinating the regulatory development, review and/or clearance process in accordance with applicable laws, Executive orders Presidential Memoranda and Congressional study directives.

Education

At this grade level there is no education substitute for specialized experience.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.

For more information, click Telework Position Information. This is not a remote work position. The selectee will report to an assigned DOL office location on a regular basis and is eligible for participation in telework as determined by management in accordance with DOL policy.
