The Position
Delta Diablo is pleased to announce the recruitment for a Maintenance Supervisor in our fully established Resource Recovery Services Division. This position will directly support the Maintenance Division, including serving as the head of the maintenance and repair workgroups and operations, and managing the integration of special projects.

Maintenance Supervisor


Under general direction, serves as the head of the maintenance and repair workgroup responsible for directing the processing of machinery, equipment, vehicle, tool, facility, building, grounds maintenance, repair work, and warehouse support. Manages integration of special projects with continuous operations schedules, supports the department's organizational policy and procedural development activity, and supervises workgroup operations in conformance with applicable statutes, regulations, policies, procedures, and technical standards.
Primary Job Duties
Section Supervision: Coordinate and direct the daily work for workgroup operations, set priorities, and work time limits for employees. Establish work and safety rules for daily workgroup operations. Develop operation work schedules, approve or disapprove employee leave requests and payroll records; participate in the recruitment and hiring process for new employees; and coordinate and schedule orientation and training sessions. Facilitate training of employees on new and/or updated work methods and requirements. Regularly monitor and evaluate employee work progress; take appropriate steps to address and correct unsatisfactory job performance and/or behavior; make recommendations for disciplinary or termination actions, and complete necessary documentation related to the recommendation. Formally evaluate employee performance and make recommendations for salary adjustments and formal commendations. Investigate policies, procedures, and practices related to grievances of employees and resolve or respond accordingly. Personally perform the work of subordinates during short periods of staffing shortages or as needed to maintain workflow.
Work Scheduling and Quality Control: Establish and implement maintenance and repair schedules for preventive and corrective maintenance of water and wastewater system equipment, structures, machinery, and related buildings and grounds; heavy equipment and machinery; trucks and vehicles; and hand and power equipment and tools used in maintenance and repair activities. Review maintenance schedules and determine necessary adjustments; review the accuracy of equipment and facility records; and inspect equipment, facilities, and grounds. Prepare information and data for equipment purchases and maintenance projects involving the application of multiple technical, safety, or regulatory requirements. Direct and monitor the maintenance of warehoused inventories of warehoused parts, materials, and supplies.
Workgroup Operations: Develop and implement operating policies, procedures, schedules, forms, and controls for use in requesting maintenance and repair services for system, heavy equipment, tools, vehicles facilities, buildings and grounds; maintain work scheduling and work order production systems; maintain warehoused inventories of maintenance and repair parts, supplies, and materials; maintain equipment data, documents and records, and routine servicing of vehicles and equipment in conformance with applicable laws, regulations, policies, and industry methods and control practices. Coordinate installation and monitor implementation of new or upgraded computerized operations and service systems. Prepare periodic and annual reports and ensure retention of appropriate records. Coordinate operations with other agencies.
Technical Support: Provide reports, information, and advice on statutory and regulatory requirements, technical standards, and probable operational impacts of proposed staffing, operational systems and equipment, or other policy changes relating to maintenance and repair programs. Provide technical information and advice to departments on water and wastewater service and operations subjects. Prepare time and cost estimates for budget preparation. Participate in multi-disciplinary team evaluations of plant process control and improvement needs. Oversee the Collection Systems workgroup. Coordinate the administration of the USA locator and CMMS systems.

Other Assigned Duties
General Operations: Participate in the general administrative operations of the department and the District. Assume responsibility for covering a part of the work assignments of other supervisors or managers during short absences. Respond to inquiries and requests from the public, customers, and outside organizations. Participate in teams engaged with process and customer service improvements, cross-training, and team performance evaluations. Participate in District-related civic events and activities of community and technical organizations, and attend meetings and make presentations. Participate in District committees and staff functions. Perform other assigned work which is consistent with the responsibilities assigned to the classification and necessary to the operations of the department and the District.
Qualifications
QUALIFYING TRAINING AND EXPERIENCE A combination of training and experience that demonstrates an individual has obtained the required knowledge and is able to perform the required work (with reasonable accommodation, if needed). A person with the following combined training and experience would typically qualify to compete in a selection process:
EDUCATION: High school diploma or equivalent.
EXPERIENCE: Seven (7) years of increasingly responsible experience performing heavy mechanical equipment and machinery maintenance and repair work at a wastewater, water, or a facility comparable in size and complexity to the District, with at least two (2) years in a lead or supervisory capacity.
Knowledge of the following is required to perform the essential function:
  • General intent and specific application of federal, state, and local laws and regulations applicable to maintenance and repair of wastewater treatment and conveyance systems.
  • Techniques used in estimating time, materials, and supplies for maintenance and repair projects.
  • Principles of supervision, techniques for training, motivating and developing employee skills, and conducting formal performance evaluations.
  • Principles of preparing operational and special reports of operations.
  • Practice of coordinating operations with outside agencies.
  • Industry practices and technical methods of work order scheduling systems.
  • Techniques used in inspecting large machinery and processing systems.
  • Heavy equipment and machinery safety procedures.
  • Systems for equipping and supplying continuous equipment, machinery, vehicle, tool, facility, and grounds maintenance operations through warehousing of parts, material and supplies.
  • Chemical hygiene safety equipment and procedures.

  • Tolerate physical presence at heights of up to 75 feet on outdoor catwalks and exterior walkways of large structures.
  • Withstand periods of physical exposure to the presence of fumes, odors, dust, and pollen without an incapacitating adverse effect.
  • Safely enter and leave confined spaces.
  • Safely transport, lift, and handle objects weighing up to fifty (50) pounds.
Required Licenses, Certifications and Registrations
  • A valid California State Class C driver's license and insurability under the District's driving program must always be maintained.
  • Possession of a valid California State Class B driver's license with endorsements or must be obtained within six (6) months of appointment or hire.
  • Possession of California Water Environment Association (CWEA) Mechanical Technologist Grade I or Grade II certification at time of appointment or hire.
  • Possession and maintenance of CWEA Mechanical Technologist Grade III certification, or must be obtained within two (2) years of appointment or hire.

BENEFITS OF EMPLOYMENT


In addition to providing challenging and interesting career positions, the District offers a comprehensive benefit package, which includes:

Healthcare Insurance: The District contracts with CalPERS to provide medical coverage to qualified employees, their eligible spouse/registered domestic partner, and/or dependent children through the Public Employees' Medical and Hospital Care Act (PEMHCA) and pays the monthly premium up to 100% of the Kaiser rate for each respective coverage category (employee only, employee + 1, or employee + family). Employees will be required to pay, via pretax payroll deductions, the excess premium amount when electing a healthcare provider whose premium exceeds the Kaiser rate. All employees must enroll in the District's dental plan.

Dental and Vision Insurance: The District provides vision and dental coverage for qualified employees, their eligible spouse/registered domestic partner, and/or dependent children, and pays 100% of the premium.

SS and SDI: The District participates in the federal Social Security (6.2% - FICA and 1.45% - Medicare) and State Disability Insurance (SDI) programs.

Life Insurance: The District provides fully paid basic life and accidental death & dismemberment insurance equal to the employee's salary as of January 1 of each year. The District also provides Long Term Disability coverage and an Employee Assistance Program.

Flexible Spending and Dependent Care Accounts: Employees may contribute to a Flexible Spending Account (FSA) or a Dependent Care Spending Plan (DCSP) on a pre-tax basis to assist with the cost of eligible expenses.

Retirement: The District participates in the California Public Employees' Retirement System (CalPERS) as follows:
  • Employees hired after June 30, 2012, and employees hired on or after January 1, 2013, with reciprocity recognized under CalPERS are provided a retirement benefit of 2% at age 55 formula with the three-year final average compensation period, as defined by CalPERS in Government Code Section 20037. These employees shall pay 100% of their seven percent (7%) employee member contribution on a pre-tax basis.
  • Employees (PEPRA) hired after December 31, 2012, without reciprocity recognized under CalPERS are provided a retirement benefit of 2% at age 62 formula with the three-year final average compensation period, as defined by CalPERS in Government Code Section 20037. These employees shall pay 50% of the total normal cost (PEPRA Member Contribution Rate) as determined annually by CalPERS on a pre-tax basis.
Retiree Medical*: Under the terms of the MOU, the District contracts with CalPERS to provide post-employment medical coverage to qualified employees, their eligible spouse/registered domestic partner, and/or dependent children in accordance with the requirements of CA Government Code Section 22893 as follows:

Employees hired after October 15, 2022
  • The Medical Benefit will be equal to the Minimum Employer Contribution (MEC) established annually by CalPERS.
* Retirees must enroll in a Medicare supplemental insurance plan through CalPERS when they become eligible. CalPERS requires that employees pay their Social Security premium for Medical Part B coverage to remain enrolled in a CalPERS Medicare health plan.

Retiree Health Savings Account: The District provides employees a MissionSquare retiree health savings account (a health reimbursement arrangement as described in Internal Revenue Service Notice 2002-45). Employees may withdraw benefits from the plan upon separation from District employment per the requirements of the plan. The Union may set or adjust the employee contribution amount annually.

The District shall make contributions to a MissionSquare account in the amount of one hundred dollars ($100.00) per pay period for employees hired after October 15, 2022.

Deferred Compensation : Eligible employees may participate in the District's 401(a) and 457(b) programs. Employees who participate in the program are eligible to receive a matching contribution up to 4% into their 401(a).

Leave Allowance: Vacation accrual begins with 10 days and increases to a maximum of 25 days annually; 96 hours of sick leave annually; and 11 paid holidays annually. 24 hours of Floating Holiday is credited to employees on July 1 annually (prorated for new hires) and is forfeited if unused by the end of the fiscal year. For eligible employees, 40 hours of Administrative Leave is credited to employees on July 1 annually (prorated for new hires) and is forfeited if unused by the end of the fiscal year.

Sick Leave Sell Back: Employees may sell back sick leave hours exceeding 40 hours in the year that it was accrued up to a maximum sell back of 40 hours of sick leave per year. Sick leave sell back will be paid out in the final paycheck of the calendar year.

Vacation Maximum Accrual: The maximum annual carryover is 400 hours. Any hours earned in excess will be paid out in the final paycheck of the calendar year.

Comp Time: An employee may cash out Comp Time hours twice per year, with at least two-weeks advance notice to payroll. The balance of Comp Time hours will be paid out to the employee on the last paycheck of the calendar year.

Other Health and Wellness: The District participates in a variety health and wellness activities throughout the year, which includes but is not limited to blood pressure checks, flu vaccinations, fitness/wellness competitions, wellness information sessions, etc. The District also reimburses staff up to $81 quarterly for gym memberships and/or weight loss programs.


** Information concerning additional benefits, such as tuition reimbursement, catastrophic leave, etc. can be found in the Memorandum of Understanding (MOU) between Delta Diablo and the Professional and Technical Bargaining Unit.

Continued maintenance of valid driver's license, and the ability to be insured for the operation of a vehicle/District vehicle in accordance with the terms and conditions of the District's insurance program are conditions of continued employment.
