Financial Analyst

Ventura Superior Court is accepting applications to fill a vacancy and establish a list for future vacancies. Under general direction, this position performs complex and responsible analytical work in one or more areas, including financial, statistical, contract, procurement, budgetary, payroll, collections, procedural, legislative and management analyses in support of Court-wide operations. Perform related duties and other assignments as required. Distinguishing Characteristics: The Financial Analyst classification independently performs responsible analytical work in support of Court-wide financial, statistical, contract, procurement, budgetary, procedural, legislative, organizational and other management goals and objectives. Assignments are typically received in terms of expected outcomes and incumbents are expected to act independently to develop required information. Assigned projects may include statistical analysis, budget development and monitoring, grant management or coordination, legislative analysis, along with administrative responsibilities associated with the assigned area. Incumbents are expected to exercise judgment and possess expertise in using appropriate methods to reach a sound recommendation or conclusion. Incumbents are expected to exercise considerable discretion in carrying out responsibilities independently and with a thorough understanding of court policies, procedures and customer service issues. Supervision Received: This position receives direction or general supervision from a designated manager or director. Supervision Exercised: This position may provide lead direction to professional, technical, and administrative support staff. Duties may include, but are not limited to, the following examples: Performs professional, analytical, and administrative duties for assigned areas of responsibilities. Compiles and/or prepares a variety of fiscal, finance, collections, contract monitoring, and payroll reports. Analyzes, interprets, and applies existing and new legislation and regulations, including administrative guidelines, resolutions, and policies pertaining to revenues; prepares related detailed analysis, reports, statements, and other written documents. Supports and provides subject matter expert assistance in development and implementation of court applications and accounting programs, policies and procedures; monitors and evaluates various systems and processes; recommends and implements enhancements to ensure effective systems and services are in place. Research, collects, compiles, and analyzes information from various sources on a variety of complex fiscal, finance, collections, procurement, contract administration, and payroll programs, services, and activities; prepares comprehensive technical records, reports, and summaries to present and interpret data, identifies alternatives, and makes and justifies recommendations. Coordinates activities, audits, and required personnel or resources related to areas of responsibilities. Provides information and assistance regarding accounting programs and services, receives and responds to concerns and questions, and reviews issues and recommends corrective actions. Oversee periodic account reconciliations, journal entries, financial reporting documentation, tax reports and payroll reporting documentation; confirms all state and federal reporting requirements. Establishes, encourages, exemplifies, and maintains effective working relationships with judicial officers, court employees, members of the public and others encountered in the course of work. Communicates and implements rules, policies and procedures in support of the Court's mission, vision and goals. Education and Experience: Graduation from an accredited four-year college or university with a major in accounting, finance, business, public administration or related area, and two or more years’ experience of progressively responsible professional accounting or financial experience including budgeting and financial forecasting, preparation of financial statements, reviewing of original entry records, contracts administration, financial auditing, and systems accounting, or any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities. Knowledge, Skills and Abilities: Knowledge of: Principles, practices, methods and techniques of financial analysis and forecasting, including statistical modeling techniques. Principles, practices and methods of public agency budget development and management. Principles of debt collection practices and debt collection systems. Principles, practices and methods of administrative, program, organizational, economic and procedural analysis. Basic principles and practices of program/project planning and management. Principles and practices of public administration, including purchasing, contracting and maintenance of public records. Federal, state and local laws, regulations and court decisions applicable to assigned areas of responsibility. Principles and practices of customer service management including customer needs assessment, establishing and meeting quality standards, and evaluation of customer satisfaction. Principles and practices of sound business communication. Principles and practices of project management. The uses and operations of computers and standard business software. Ability to: Analyze financial, budgetary, procedural, operational and organizational problems, evaluate alternatives and reach sound, logical, fact-based conclusions and recommendations. Collect, evaluate and interpret appropriate and applicable data, either in statistical or narrative form. Analyze, interpret, explain and apply relevant laws, regulations, ordinances and budget policies and procedures to other Court staff. Coordinate program activities with multiple stakeholders to ensure agreement and consensus. Present conclusions and recommendations clearly, logically and persuasively. Prepare clear, concise and comprehensive reports, correspondence and other documents appropriate to the audience. Maintain confidential and sensitive information. Communicate effectively orally and in writing. Maintain and organize required files, records and documentation. Exercise independent judgment and initiative within established guidelines. Exercise tact and diplomacy in dealing with difficult and sensitive people, issues and situations. Establish and maintain effective working relationships with judicial officers, Court and County employees, members of the public and others encountered in the course of work. Physical Requirements: Strength, dexterity, coordination and ability to use, a 10-key, keyboard and computer peripherals for an extended period of time. Strength, dexterity, and coordination to handle files and single pieces of paper on a regular basis. Occasional lifting of objects weighing up to 10 lbs. Requires occasional exposure to dust. Ability to communicate effectively with other court staff and members of the public. May require movement throughout the Courthouse delivering and/or retrieving forms, files and information from other departments. Work Environment: Shared office environment with varying degrees of hot and cold air. Requires occasional exposure to dust. Requires travel to other court locations. Must be able to traverse indoors and outdoors, over uneven ground and pavement in all types of weather. Constant interruptions, with high volume of telephone and personal interaction. Interview Process The interviews may be consolidated into one process or expanded into multiple interviews contingent upon the size and quantity of the candidate pool. Following the evaluation of the applications, the most qualified candidates may be invited to an oral board panel interview. If an oral board panel interview is conducted, top candidates from the oral board panel interview will be invited to interview with the hiring director, hiring executive officer and/or members of the court executive management team.
