PURPOSE


This is the entry level sworn officer position which has responsibility for public safety crime prevention and control through the enforcement of local and state laws, public assistance, traffic enforcement and criminal investigation and narcotics.

ESSENTIAL FUNCTIONS


This description is intended to indicate the essential functions and levels of work difficulty of the position and is not intended to describe in detail all of the position's specific duties and responsibilities nor exclude other duties of similar level or difficulty. Additionally, it is not intended to limit management's rights to assign, direct, and control the work of employees beyond the essential functions under their supervision.

Enforces and applies the laws of the City of Boulder City and the State of Nevada by warning, citing, and arresting violators.

Operates emergency vehicle during normal driving and emergency situations; operates portable radios to maintain communications with central dispatch and other officers; uses duty weapons as required by police situations in conformance with the Departmental Firearms policy.

Conducts patrol in assigned areas using specific patrol techniques to prevent illegal activities; responds to calls for assistance from citizens, fellow officers, fire units, and other agencies as needed; conducts traffic stops to enforce City and State Traffic laws by warning, citing, or arresting violators; responds to vehicle accidents to render aide and assistance, provide traffic control, determine cause, and cite violators if applicable; conducts field sobriety evaluations of persons suspected of driving while intoxicated to determine if a violation has occurred; participates in patrol briefings to obtain information in regard to criminal activities, potential hazards, and the activities of other officers; explains violations to traffic offenders.

Subdues combatant suspects in the process of making arrests; diffuses various types of disputes between persons; handcuffs arrested persons in the course of affecting arrests; pursues fleeing suspects on foot in order to catch them and affect arrest; intervenes in physical altercations and arrests offending parties when appropriate.

Detains and questions, based on reasonable cause, suspicious persons to determine if their activity is unlawful; interrogates suspects to determine if they were involved in the crime being investigated, the extent of involvement, the location of the property or evidence, the identity of additional suspects, and to obtain confessions.

Writes various reports including burglary, robbery, and larceny incidents; completes all forms related to police activities performed during shift; documents civil disputes which may result in further police involvement and/or possible liability.

Coordinates building searches, felony car stops, and various searches with other officers; searches crime scenes to locate, protect, and impound items of physical evidence pertinent to the crime.

Conducts preliminary investigations of crimes, crime scenes, and suspicious circumstances to determine if violations have occurred; identifies and monitors the actions of criminals though the use of field interview cards, arrest reports, automated record systems, informant information, conversations with other officers, and crime analysis; reads various criminal reports to determine the need for further investigation or to determine if arrests can be made; conducts follow up investigations of crimes, crime scenes, and criminal activity through the use of investigative leads, informants, interviews, and stakeouts.

Determines the on-scene emergency medical needs of injured persons and performs the appropriate medical response to life threatening and non-life threatening injuries; determines the appropriate medical response to life threatening and non-life threatening injuries; performs emergency first aide techniques including CPR in the field to stabilize injured persons until additional medical help arrives; assists in search and rescue operations to help locate and provide assistance to lost and injured persons.
Interviews victims and witnesses of crimes to obtain detailed information of what occurred.

Testifies in court and at hearings.

Assists persons involved in domestics disputes by explaining the options and alternatives available to them.

Provides information requested by members of the public.

Transports arrested persons to jail.

Conducts bar checks to keep the peace by observing patrons and ensuring that management complies with all applicable laws.

Participates in tactical operations such as hostage situations and barricaded suspects through completion or until arrival of specialized units.

MINIMUM QUALIFICATIONS


High school diploma or equivalent.

Possess and maintain a valid driver license. Upon hire, possess a Nevada or "border state" driver license under conditions defined by Nevada Revised Statute 483.035.

Must be a U.S. citizen by the time of application.

Must be at least 21 years of age at the time of the written or oral examination for Police Officer.

Must have no felony convictions or convictions of any offense which would be a felony if committed in Nevada.


Must have no convictions for an offense involving moral turpitude or the unlawful use, sale, or possession of a controlled substance.


Must not have resigned in lieu of termination or been terminated from any civil service employment for substantiated misconduct involving dishonesty.

Must have no convictions for offenses of domestic violence nor a documented history of physical violence.

Visual acuity must be correctable to 20/40 in one eye and 20/30 in both eyes.


Hearing must be 30 decibels or less for each ear.


Nevada Peace Officer Standards and Training Category 1 Certification required within time limits set by the City Manager. Must remain Category 1 POST certified throughout incumbency.

Must pass a nationwide fingerprint-based record check, and a wants/warrants check.

Applicants for a position that is a peace officer will need to attest to the following on the application form to be considered for employment: The applicant is not disqualified from serving as a peace officer. The applicant has not been discharged, disciplined, or asked to resign from employment with a law enforcement agency for certain conduct; and the applicant has not resigned from employment or otherwise separated from employment with a law enforcement agency for certain conduct; and the applicant has not resigned from employment or otherwise separated from employment with a law enforcement agency while an investigation concerning certain alleged conduct was pending.

For lateral entry - In addition to the requirements listed above, the candidate must:
Currently possess an "active" Nevada Peace Officers Standards and Training (POST) Category I certification; or out-of-state reciprocal candidates must meet the Nevada Peace Officer Standards and Training (POST) requirements for lateral entry reciprocal eligibility.

Current or prior employment by a "full service" law enforcement agency for at least two years, not including academy time. "Full Service" is defined as an agency whose primary responsibility is traffic control, criminal investigation, and/or responding to calls for service. Examples include county sheriff, municipal police, or state police. Prior law enforcement positions which include primarily court security, special event security, corrections, etc. do not qualify.


Be currently employed (at time of application) by a law enforcement agency which requires Nevada POST category I certification or out of state equivalent and be in good standing. Have successfully completed a police, field training program, and a probationary period.

SUPPLEMENTAL INFORMATION

Good knowledge of safety procedures as applied to various police situations; interview and interrogation techniques; criminal investigation procedures and techniques; Federal Laws, Nevada Revised Statutes, and City Codes and Ordinances; City and State Traffic Laws; recent court decisions and their impact on the performance of police duties; criminal versus civil matters; rules, regulations, policies, and procedures; departmental weapons, their effectiveness, limitations, and the policies and procedures in regard to their use; various patrol techniques including direct, patrol, high visibility patrol, preventative, and selective patrol; traffic accident investigation procedures and accident diagramming; locations of various sites within the City; arrest, transportation, and booking procedures; radio operation and appropriate communication procedures; methods of evidence collection and preservation including chain of evidence; crime scene search techniques; types of controlled substances and their physiological effects on the user; and criminal history information systems and use.

Ability to work independently; use judgement in carrying out the duties of a police officer; identify the various elements of crimes and make appropriate arrests; stay calm in stressful and highly charged emotional situations; communicate effectively verbally with people of various backgrounds in stressful and non-stressful situations; use verbal skills to calm potentially volatile situations and calm victims of crime; use appropriate interpersonal skills when dealing with victims, suspects, witnesses, and citizens contacted in the course of work; write reports using correct grammar, spelling punctuation, and capitalization; identify criminal activity when it is observed; make oneself understood over police radio in routine and emergency situations; conduct thorough preliminary crime scene investigations and searches and conduct follow-up investigations; use discretion in the enforcement of laws and determine the appropriate level of action to take; establish and maintain effective working relationships with supervisors, fellow workers, and members of the public; operate police vehicles in routine and emergency situations; obtain information from interviews and interrogations; complete forms and related paperwork in a timely fashion; follow oral and written instructions; testify in court in a professional and credible manner; operate a police vehicle and police radio in routine and emergency situations; develop sources of information which can be used in solving crimes; read, comprehend, and interpret complicated reading material including laws and court decisions; obtain, recall, and apply information that is provided in various types of classroom training; and recall facts and details from observed actions and reading materials.

Willingness to use deadly force which may result in death, if necessary, in the performance of duties as a police officer; comply with Departmental rules, regulations, policies, and procedures; wear a uniform and comply with Department grooming standards

PHYSICAL AND MENTAL REQUIREMENTS/WORK ENVIRONMENT
General Physical Requirements Heavy Work: Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Must be able to lift a minimum of 50 pounds unassisted.

Physical Activities The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, hear conversations and directions over a telephone and radio under normal and adverse situations, make oneself heard in person and over the telephone and radio, dexterity sufficient to operate vehicles, and utilizes the sense of smell.


Visual Acuity The worker is required to have close visual acuity to perform an activity such asread laws, rules regulations, policies, procedures, reports and other related materials, operate police vehicles, qualify with weapons, evaluate crime scenes and identify suspects and pertinent aspects of police situations; preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); and/or assembly of fabrication of parts at distances close to the eyes. The worker is required to have visual acuity to operate motor vehicles or heavy equipment. The worker is required to have visual acuity to determine the accuracy, neatness, thoroughness of work assigned or to make general observations of facilities or structures. The worker is required to have visual acuity to pass a color vision test.

Working Conditions The worker is subject to both environmental conditions: Activities occur inside and outside. The worker is subject to noise: There is sufficient noise to cause worker to shout in order to be heard above the ambient noise level. The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals, walking and working on slippery and uneven surfaces. The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors, dusts, mists, gases or poor ventilation. The worker frequently is in close quarters, narrow aisles, passageways and crawl spaces, shafts, manholes, small, enclosed rooms, small sewage and water line pipes, and other areas which could cause claustrophobia. The worker is exposed to infectious diseases or other possible infectious materials. Exposed to blood. Exposed to fecal matter. Exposed to OPIM. The worker is required to function around unruly or physically disrupting individuals.

Life Insurance - $25,000 provided through Standard Insurance Company. The City pays 100% of the premium. You may elect to purchase additional life insurance through our approved vendors.
Long Term Disability (LTD) Insurance - Up to 60% of monthly covered earnings, maximum monthly benefit $5,000 per month. The City pays 100% of the premium.
Retirement Benefits - 58.75% of your salary provided through the Nevada Public Employees' Retirement System (PERS). The City of Boulder City provides an Employer Pay Contribution Plan (EPC). Under this pre-tax plan, the employer pays the PERS contribution on your behalf. Future PERS increases are split between the City and the employee through a salary reduction in lieu of a pay raise.

Yearly Education and Training Incentives -
$1,000 - Intermediate police officer standard training certificate.

$2,000 - Bachelor's degree in Business Administration, Law Enforcement, Criminal Justice, Public Administration, Psychology, Sociology, Political Science, or Administration of Justice.
$2,000 - Advanced police officer standard training certificate.
$3,000 - Master's degree in Business Administration, Law Enforcement, Criminal Justice, Public Administration, Psychology, Sociology, Political Science, or Administration of Justice.
Voluntary Deferred Compensation Plan - The City offers a 457 Plan, a government deferred compensation plan similar to a 401(k) plan.
Clothing and Equipment Allowance - $228.08 monthly.
Holidays - Twelve and a half (12.5) holidays, and one (1) floating holiday per calendar year.

Sick Leave - Accrual is at the current rate of 10 (ten) hours per month.
