IT Program Manager

ROLE: IT PROGRAM MANAGERThe Program Manager serves as the senior point of contact responsible for the overall management, direction, and coordination of all contract support activities for the USASMDC IT/IM CIMS IV program. This role ensures effective performance across all task requirements, manages technical and administrative operations, oversees personnel, budgets, and deliverables, and acts as the primary liaison with the Contracting Officer (KO), Contracting Officer’s Representative (COR), and Alternate CORs (ACORs). The Program Manager is accountable for quality control, compliance, and the achievement of contract objectives, and must demonstrate leadership in IT operations, project management, and federal contracting environments. QUALIFICATIONS:Minimum SECRET clearance; must be eligible for TOP SECRET (TS) and SCIPMP certification –OR- equivalent experience (8+YoEprogressive PM experience)8+YoEExperience managing multi-functional teams and complex federal contractsBachelor’s degree required; Master’s degree preferredStrong knowledge of DoW IT policies, regulations, and standardsAvailability to support all U.S. &and potentially OCONUS) time zones within a response time of two hours via phone, Teams or in-personAvailability for onsite visits to Colorado Springs, CO and/or Huntsville, AL if/when neededREQUIRED SKILLS & TOOLS:Army/Space & Missile Defense Command experience desiredExtensive background in IT operations, including program management, technical oversight, and contract administrationExpertise in quality control, deliverable management, and performance assessmentFamiliarity with IT systems, helpdesk operations, cybersecurity, network administration, and information managementAbility to interface with government stakeholders, provide technical guidance, and resolve issuesExcellent communication, leadership, and organizational skillsRESPONSIBILITIES:Provide overall management of technical requirements, projects, personnel, planning, quality control, direction, coordination, deliverable submissions, and reviewsAct as the single point of contact for the KO and COR on contract performance, issues, and deliverablesEnsure compliance with all contract terms, Army and DoD regulations, and USASMDC policiesOversee staffing, schedules, sustainment, and resource management across all task requirementsMaintain accountability for contract personnel, including key staff and mission essential personnelLead quality control and performance assessment effortsCoordinate with government representatives for technical direction, project management, and issue resolutionEnsure all employeesdesignatedas mission essential personnel are qualified and capable of performing assigned work activitiesProvide timely notification and justification for any changes to key staff personnelDESCRIPTION:Constellation West is a 29-year WOSB and Prime Federal Contractor bidding on IT/info management work for USASMDC.ABOUT US: Constellation West is an award-winning company that delivers Information Technology (IT) engineering services and solutions and non-IT subject matter expertise worldwide.
