Shift Supervisor As Shift Supervisor the purpose of this position is to assist in maintaining a safe and secure campus and hospital environment by providing direct supervision and coordination over the daily activity of the security personnel, in keeping with established goals and objectives of the Howard University Campus Police Department. Exercises direct supervision over a shift composed of Campus Police Patrol Officers, Security Officers and contract service personnel assigned to any Howard University or HUH location or facility. Internal contacts include academic and medical executives, administrators, faculty, students, and staff of the University and Hospital. External contacts include parent/guardians, patients, Mayoral Command Post, representatives from local and national Homeland Security, social service agencies, special police officers, Security Officer's Management Branch, members of the local criminal justice system to include Metropolitan Police, U.S. Attorney's Office. Department of Corrections, Youth Services organizations, etc. and the general public. Principal Accountabilities Responsible for managing the shift operations, training and overseeing patrol activities; directing traffic, controlling crowds, security facilities and training. In the absence of higher ranking command officer the Lieutenant assumes supervisory responsibility for all operations during an assigned shift or shift function. Ensures that all shift personnel are aware of and adhere to policy and procedures. Provides training and instructions to subordinates to ensure that responsibilities are performed completely and efficiently, while maintaining the Law Enforcement Code of Ethics. Interprets and disseminates policies, procedures and directives promulgated by the Department and the Federal and municipal Governments. Prepares and reviews all administrative reports of subordinates which include recommendations for awards, disciplinary actions, investigations, records and any other written correspondence for content and accuracy. Manages vehicle operations to ensure that vehicles are utilized for official business. Inspects security personnel for duty and assigns personnel to critical areas, issues equipment and ensures accountability. Instruct personnel in the proper performance of their duties. Monitors developments/incidents related to police service procedures, techniques and equipment; makes recommendations for improvement to policies and procedures. Responds to all calls involving serious incidents, unforeseen or unexpected events and serve as liaison with outside law enforcement and regulatory agencies. Represents the Howard University Department of Public Safety in meetings with other law enforcement agencies, professional, business and community organizations, Howard University Faculty and Staff and the public. Performs other job-related duties as assigned by appropriate authority. Core Competencies Knowledge of criminal law, including elements of offenses, rules of evidence, laws of arrest, search and seizures, methods of law enforcement, maintenance of public security, peace and safety etc. Knowledge of current department, municipal and governmental policy and procedural changes relating to security or other public safety organizations that affect criminal investigative activities. Knowledge of personal computer with some knowledge of accompanying user friendly word processing, spreadsheet, database and presentation software. Skill in the use of firearms and other standard police equipment with the ability to secure a Special Police Commission with firearm authorization for the District of Columbia. Skill in the use of both oral and written English with the ability to read technical literature, write administrative reports and to express complex cases and relationships verbally. Excellent skill in public and customer relations with the ability to use tact, diplomacy and decorum when responding to student inquiries and community complaints. Ability to participate in the investigation of crimes or incidents and present evidence in court if necessary. Ability to remain emotionally stable and to display mature judgment and tact in explosive and/or dangerous situations. Ability to work a flexible schedule to include evenings, nights, weekends and/or holidays with days off as assigned. Ability to establish and maintain harmonious and effective work relations with students, staff, faculty, medical staff, patients, other public safety organizations of the University, Hospital and the general public. Minimum Requirements: High School Graduate or General Equivalency Diploma (GED); and Five (5) years of responsible work experience in law enforcement or security work which included two (2) years at a supervisory level or two (2) years of training in an accredited college or university in criminal justice or related field, or the equivalent combination of five (5) years combined relevant training and experience. Must pass a written examination and complete an Assessment Phase of the employment process. Candidates without formal First-Line or Mid-level Supervisory Law enforcement training, will be required to take the First-Line Supervisory Course offered by the Campus Public Safety Institute of the Consortium of Universities for the Washington Metropolitan Area. Compliance Salary Range Disclosure Expected Pay Range: $68,181-$75,000
