Job Description and Duties

Under direction of the Applications Deployment Office (ADO) Manager, the incumbent performs complex information technology (IT) business analysis, Agile Scrum Master, testing, and project management functions for IT projects. Incumbent must be proficient in gathering and documenting business requirements, developing Agile user stories and acceptance criteria, and facilitating Agile ceremonies. Incumbent will work on the most complex information technology systems and problems. Will work independently as a high-level technical specialist. The incumbent must have a proficient knowledge of business analysis, Agile/Scrum, and software testing concepts, practices, methods, and principles within the Systems Development Life Cycle (SDLC) and will act in a lead capacity or work as a team member with product owners, project managers, and technical staff, and represent the section at internal and external meetings supporting the Energy Commission’s IT project delivery. The incumbent must have a proficient knowledge of Information technology governance principles and guidelines to support decision making; complex and mission critical business processes and systems; principles, methods and procedures for designing, developing, optimizing, and integrating systems in accordance with best practices; system specifications design, documentation, and implementation methodologies and techniques.

The ITS I will perform duties in the Business Technology Management and Information Technology Project Management domains.

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

Teleworking is only available for employees who reside in California. You must be located in California and provide your in-state address prior to your start date. In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Ability to act independently while gathering, analyzing, and documenting complex business requirements for information technology systems and applications. Ability to translate business requirements into clear, actionable Agile user stories and acceptance criteria • Experience facilitating Agile/Scrum ceremonies, including sprint planning, daily stand-ups, sprint reviews, and retrospectives, and coaching project teams on Agile principles and practices. • Excellent verbal and written communication skills, including business analysis and IT documentation such as business requirements documents, use cases, and user stories • Ability to develop and execute test plans and test cases, and coordinate functional, regression, and user acceptance testing (UAT) to validate that delivered solutions meet business requirements and acceptance criteria.

• Ability to act as a project manager or assistant project manager on IT projects, including planning and managing budgets, schedules, resources, and risk management plans.
