SALARY RANGE: $140,000 - $164,336

Job Summary: Assist the Assistant Deputy Chief Procurement Operations (ADCPO) – LIRR in the efficient administration of the Operations Procurement subgroup of LIRR Procurement. Provide timely, complete, and continuous oversight and support of activities associated with the contracting and purchasing of specific, consolidated, multi-agency inventory and non-inventory assets/services required by LIRR Operating Departments, including the acquisitions of capitally funded assets such as rolling stock. In addition, this job focuses upon global supply chain management for Maintenance of Way (MofW) and Maintenance of Equipment (MofE). Lead a team of professionals that supports the operating departments. Responsibilities: Direct through subordinate staff the formation, solicitation, negotiation, award, and ongoing administration of procurement contracts through close-out, incorporating effective and strategic procurement practices based on all applicable regulatory and Procurement requirements and guidelines. Direct and oversee the overall procurement of major equipment and systems and supplies for the various LIRR Operating departments (Maintenance of Equipment, Maintenance of Way, Track, Structures, C&S, Power, etc.), including new purchases, overhauls, and rehabilitation programs, and ensure contracts reflect sound business practices. Oversee material status, delivery dates, and availability of material needs to reduce no-stock inventory in support of production schedules. Track and expedite services to meet operating departments' production schedules. Assist the ADCPO with the ongoing evaluation of LIRR needs and requirements to combine MTA Agency requirements within LIRR procurements to leverage volume and achieve savings through Joint Procurement initiatives. Communicate and correspond independently and with the ADCPO, with external parties including but not limited to the LIRR Committee and Board, MTA Procurement and other tower leads, and various audit and oversight organizations, Federal Transit Administration, the MTA Inspector General’s Office, MTA Procurement and other tower leads in all matters relevant to LIRR Procurement. Communicate and interact with the vendor/contractor community on high-level matters including conflict/problem resolution where required. Develop and implement strategies based on policies and procedures for legal and technical sufficiency, method of solicitation, risk analysis, alternate sourcing efforts, submission requirements, bid/proposal evaluation, review and opine on responsibility determinations, payment terms, maximization of Minority/Women/Disadvantaged Business Enterprise/Service Disabled Veteran Owned Business goals, vendor qualification and performance reviews. Discuss with the planning team the demand/forecast analysis, resultant buy decisions with delivery scheduling, and expediting and inspection coordination. Through collaboration with Supply Chain Strategy, develop and implement strategies, policies, and procedures related to purchasing and contracting processes and goals. Work with the Procurement Board unit to prepare and submit, as required, the Procurement Staff Summary Sheets for approval and subsequent inclusion in the MTA Board package, ensuring sufficient basis for all procurement recommendations being presented to the Board, verifying that all MTA Board reporting requirements are met. Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review and approve direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Act as liaison, both independently and in support of the ADCPO, with LIRR required Services of internal customers and with LIRR Sr. Management for the purpose of ensuring the efficient operation and management of day‑to‑day procurement activity, including problem solving and troubleshooting. Act as liaison to assess departmental requests (new needs). Performs other duties as assigned Complies with all policies and standards May be required to work hours outside regular work hours, as applicable Observes the work performed by contractors, as applicable Reviews invoices and approves them if the work has contractual standards, as applicable Addresses performance issues with the contractor when possible, as applicable Escalates issues to other parties when needed, as applicable Required Knowledge/Skills/Abilities: Working knowledge of products and materials, procurement terms and conditions, public sector purchasing (i.e., MTA Agency, NYS, NYC) and governmental regulations, Federal Acquisition Regulations (FAR), Federal Transit Administration (FTA) and NYS Contracting Provisions. Must possess the ability to grasp a varied and diverse group of subjects (i.e., procurement, material, accounting, and contracting) in order to oversee the timely and efficient administration of material and services procurements and contracts to support the day‑to‑day operation of LIRR Rail service. Excellent communication and interpersonal skills. Excellent organizational and presentation skills. Demonstrated ability to work with all internal levels within a given organization, including the MTA Board. Demonstrated ability to communicate and interact well with internal as well as external stakeholders, which may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities. Demonstrated ability to work in a high‑profile, high‑pressure environment effectively. Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short‑and‑long‑term goals and direction for the area of responsibility. Demonstrated ability to complete short‑and‑long‑term projects effectively and as efficiently as possible. Demonstrated analytical capabilities and quantitative skills. Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook. Required Education and Experience: Bachelor’s Degree in Arts/Sciences (BA/BS) in Business Administration, Finance, Management, Transportation, Supply Chain, or related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; Minimum 12 years of experience in a progressively responsible administrative position with emphasis on procurement, contract administration, engineering and/or construction as it relates to solicitation and negotiation of awards for goods and services. Minimum 4 years of experience managing professional staff. The Following is/are preferred: Master’s degree in Arts/Sciences (MA/MS) in a related field. Familiarity with Procurement and Material Management systems, and/or Transportation/Railroad Operations. Familiarity with MTA All Agency Procurement Guidelines. Familiarity with FTA Procurement Regulations, including Circular 4220, IF and Buy America. Familiarity with the MTA’s collective bargaining procedures. Experience in Lean concepts in supply chain and operations. Other Information May need to work outside of normal work hours (i.e., evenings and weekends) Travel may be required to other MTA locations or other external sites.
