THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $130,000- $146,988.00. THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICE. The Administration for Children’s Services (ACS) protects and promotes the safety and well‑being of children and families through child welfare and juvenile justice services and community supports. ACS manages community‑based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record. The Central Eligibility Office (CEO) review units determine children's eligibility for Title IV-E federal funding, in accordance with state and federal requirements. The Executive Director has the following responsibilities: Responsibilities Oversee 40 staff responsible for completing Title IV-E eligibility reviews and legal data entry and maintaining legal and home compliance. Attend all meetings relating directly or indirectly to IV-E eligibility and WMS/CCRS data entry. Make final eligibility decisions on difficult cases. Coordinate audit response to state/federal IV-E reviews and various other audits. Work with ACS Financial Services to research and analyze cases with eligibility/payment issues. Review document retrieval cases identified as “exhausted” and coordinate OCSE referrals. Help research WMS/ACRS mismatches. Research difficult cases and make CCRS changes when needed. Prepare Adoption Subsidy report; help recert cases, if necessary. Approve requests for WMS/CCRS data entry access. Assist with expired foster home certification process, make decisions on whether to stop payment on individual cases. Education and/or experience equivalent to “1” above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in “1” above. Preferred Skills Knowledge of eligibility procedures contained in the NYS Eligibility Manual for Child Welfare Programs (2014), especially the Title IV-E policy, as well as ACS and NYS data information systems, such as WMS/CCRS, LTS, UCMS, and Connections.
