$119,267.20 - $143,892.32 Annually Position County of Santa Barbara Health is seeking a passionate and experienced health care professional to join us as a leader on the County Health team. We currently have one (1) Full‑Time Clinical Performance Improvement Coordinator vacancy in the Primary Care and Family Health (PCFH) division that may be home‑based in Santa Barbara but will be required to travel throughout the County. The County classification title is Public Health Performance Improvement Coordinator . In addition, applicants from other public sector employers may qualify for: Retirement reciprocity Time and service credit towards an advanced vacation accrual rate Position Overview Under general direction of the Chief Medical Officer (CMO), the Clinical Performance Improvement Coordinator coordinates quality improvement; makes recommendations regarding quality improvement in service and changes to protocols; investigates incidents and complaints and makes recommendations to managers and executives regarding corrective actions; coordinates multiple data collection and database systems to ensure timely and accurate reporting of incidents and non‑compliance, and performs other related duties as required. Ideal Candidate Experience in developing, implementing, and evaluating projects within a healthcare setting. Knowledge of data collection methods and experience using data for research and quality improvement. Experience with grant writing and reporting. Strong technical writing skills, particularly in preparing clear and concise reports. Excellent communication skills with a variety of stakeholders, including high‑level local and state contacts, as well as internal teams. Strong organizational skills to coordinate trainings and actively participate in committees or special events. Experience training staff on healthcare best practices and efficiency strategies. Experience reviewing and improving policies, procedures, and protocols to enhance patient care. Montecito Street, Santa Barbara, CA 93103 (map) Carpinteria Health Care Center, 931 Walnut Avenue, Carpinteria, CA 93013 (map) Key Responsibilities Coordinate the performance improvement program of selected regulatory and compliance programs; develop quality assessment and improvement criteria to monitor provider staff and activities; develop and implement data collection systems for analyzing and assessing effectiveness of health and medical care and services; collect data for research; participate in grant preparation; incorporate research data into operational policies; analyze information to identify trends and unmet needs. Establish quality improvement goals and monitor program data; modify program as necessary; conduct audits; investigate concerns; recommend measures to improve services; facilitate provider peer reviews; recommend suspension or revocation of provider status or individual certification; refer incidents to appropriate state agency. Review current policies, procedures, protocols of agencies and providers; recommend and implement changes; monitor compliance. Collaborate with providers, community organizations, and internal staff to develop improvement programs; identify areas requiring additional attention or training; assist in developing curricula; coordinate countywide committees related to system improvement. Read trade publications and attend professional training conferences to learn new practices and standards; ensure appropriate changes are implemented; educate providers; evaluate need for training and arrange appropriate training for service providers and staff. May supervise other program staff. Qualifications Possession of a valid license as a Registered Nurse and two (2) years of professional‑level administrative experience in clinical care that included experience in quality improvement and program performance improvement; OR Possession of a valid professional license or certification in clinical care AND two (2) years of professional‑level administrative experience in clinical care that includes experience in quality improvement and program performance improvement; OR A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities. Additional Requirements: Licensing, certification, or experience related to a particular regulatory function may be required depending on program assignment. Knowledge of: medical terminology; goals, responsibilities, and regulatory requirements of medical and/or emergency services programs; health care practices and procedures; quality improvement and performance improvement standards, guidelines, and practices; laws and regulations related to the provision of medical and/or emergency services; standard medical organization structures; techniques used in research, analysis, and report preparation; statistical reporting methods; standard office computer applications; standard English grammar and usage. Ability to: analyze program needs; develop program strategies and recommendations; establish and maintain effective working relationships with various County departments, providers, and community organizations; communicate effectively both orally and in writing; set priorities and coordinate a variety of program activities; maintain accurate records; gather data, analyze the information, draw conclusions, and make recommendations; maintain objectivity and confidentiality during investigations; work independently; make presentations in front of groups; understand and interpret state and local regulations and policies; learn principles and practices of supervision. Supplemental Questionnaire Rating – Responses to the required examination supplemental questions will be evaluated and scored. Candidates’ final score and rank on the eligibility list will be determined by the responses to these questions. This process may be eliminated if there are fewer than 11 qualified candidates. Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Rating to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule 6. Those candidates who are successful in the selection process will have their names placed on an employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the examination, rank on the employment list, and duration of the employment list.
